OCFO Director of Revenue Estimation

The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Director of Revenue Estimation. The person filling this position will be responsible for supervising financial economists and analysts; completing tax research (including operations research and the development and use of a data warehouse); determining the depth of research to be completed, considering methodologies to be used, time frames needed for completion of projects; forecasting revenue and monitoring the progress of work and quality of project assignments. Additional responsibilities will include analyses of potential tax revenue produced by the economy, identifying tax gaps and enforcement opportunities for revenue generation; providing analysis of legislative and other proposals that pertain to revenue generation; incorporating contemporary, advanced statistical and analytical techniques as currently applied in the fields of economics, finance and policy analysis; conducting work in the presence of a developing data warehouse for research purposes and based on models of economic and revenue systems that are theoretically and empirically valid; drawing policy conclusions and making related recommendations based on research activities; presenting findings and making recommendations to management, the CFO, Mayor, Council of the District of Columbia, Congress and others in briefings, hearings and related public forums.

Desired candidates must have demonstrated experience performing the related duties and responsibilities. In addition, the applicants with a degree in theory and methods of economics, statistics, finance, accounting, public administration, business administration, public policy, operational research or other related relates are strongly desired.
