General functions
Under the general supervision of the Regional Director for the European Economic Area, the EU Institutions and NATO and the direct supervision of the Head of Policy and Programme Support Unit (PPSU), the successful candidate will assist in providing technical support to the Regional Office Brussels in programming and liaison functions vis-a-vis the EU Institutions and EU Member States.
In particular, he/she will undertake the following tasks:
- Assist IOM Missions worldwide involved in EU funded programmes, by providing information on strategic policy and programming. Assist the Head of PPSU formulating recommendations and information on EU migration policies;
- Circulating IOM policies and activities to EU Institutions, EU Member States and other Partner Organizations represented in Brussels and disseminating EU related policy and programming information to IOM Headquarters and IOM Missions worldwide;
- Assist in organizing IOM’s responses and submissions to the EU’s centralized and decentralized call for proposals and tenders and ensure that they comply with the donor’s administrative, legal and procedural requirements;
- Assist in providing technical assistance and guidance to relevant IOM field missions in the development of projects in response to EC calls for proposal and tenders, and funding opportunities, in compliance with donor procedural, administrative and legal requirements;
- Monitor, research, analyze, and present EU Institutions’ and EU Member States funding opportunities to be used for the development of appropriate strategies, action plans and projects/ programmes;
- Assist the Head of PPSU and the Thematic Focal Points on identification and analysis of EU programming priorities;
- Assist in preparing EU related programming information for IOM Headquarters and IOM Missions worldwide;
- Assist with EU related knowledge management by processing and analysis of data collection and inter-alia programme performance;
- Research and compile information to be used amongst others for the preparation and production of internal briefings, policy papers and reports;
- Undertake duty travel related to capacity building on the subject matter as required;
- Any other duties assigned by the direct supervisor.
Desirable Qualifications:
Education and Experience:
- Bachelor Level (BA, Licence or minimum four years of completed university education) in Political or Social Science, International Studies or another related field;
- Five years of working experience in an international environment;
- Excellent knowledge of EU institutions, EU decision-making and finance mechanisms is required;
- Demonstrated experience in project development;
- Demonstrated knowledge and working experience in the field of migration;
- Experience in data research, collection and analysis is an asset;
- Experience in liaison with national, regional and international institutions.
Competencies:
- Advanced knowledge of all Microsoft Office package applications;
- Excellent communication and good negotiation skills;
- Ability to draft clearly and concisely in English and Spanish;
- Reliable, able to work under pressure, good organisational skills and drive for results;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages:
- Fluency in oral and written English and Spanish is required. Thorough knowledge of French is a distinct advantage.
