Oxfam Novib Project Developer Special Projects – UN resolution 1325

Oxfam Novib is looking for a

Project Developer Special Projects – UN resolution 1325:
Strengthening Gender Equality through Women’s Political Participation and Local Action in conflict-affected areas.

employed either:
• October – february 2012 fulltime (36 hours per week), or
• October –December fulltime & January-March part-time

Based in The Hague

The Project Developer is responsible for a designing what we call a “Special Project” in Oxfam Novib. These Special Projects build on successful initiatives in one or more developing countries and look for opportunities for connecting and upscaling regionally and/or globally. In the Special Projects we aim to create synergy between different intervention strategies (such as direct poverty alleviation, civil society building, policy influencing and knowledge & innovation management) to achieve wider and longer lasting impact.

Often working in a consortium of partners, Oxfam Novib takes the lead in writing an overall project plan that forms the basis for submissions to institutional donors such as UN, EC, bilateral donors and private foundations to request funding.

This Special Project aims to contribute to the safeguarding of rights for women and girls and increase gender equality in (post) conflict societies. This will be done by devising 3-4 pilots to translate UN Res. 1325 and the associated National Action Plans into practice at the grassroots level. Sharing learning on what set of interventions works best between the different country contexts will be an important part of the program.
The Project Developer will have the following responsibilities:

Main tasks

  • Gathers, analyses and structures relevant information to prepare an overall project plan (consisting of a description of the context, problem, scope, approach, goals, results, activities, risks, budget, logical framework etc.);
  • Coördinates the input of involved parties, such as country offices in Oxfam Novib, programme managers, consortium and/or partner organisations, interested donors and other stakeholders. Organises meetings. Takes care there is good communication between the main stakeholders and reports regularly on progress, risks and opportunities;
  • Where necessary assigns (feasibility) studies for additional information;
  • Facilitates discussions among consortium partners on division of roles and responsibilities, proposes a project governance structure and prepares MoU;
  • Once the main outlines of the project are clear and agreed upon with the consortium partners the project developer takes the lead in active fundraising: donor mapping, approaching donors, writing concept notes and fundraising proposals etc. This will be done together with Oxfam Novib’s external fundraising unit (EFU), the Knowledge & Programme Management Department (KPM) and in coordination with the applicable Oxfam Novib country offices.

You have

  • a university level education and at least 5 years of work experience in the field of development cooperation preferably with an international agency;
  • Expertise and experience dealing with women's political participation and gender equality in (post) conflict settings; experience implementing National Action Plans 1325; knowledge of conflict transformation, governance, UN Resolution 1325;
  • good knowledge of and experience in designing and managing projects for NGOs;
  • excellent writing & communication skills (English);
  • experience in fundraising and/or managing projects financed by major institutional donors;
  • broad and extensive knowledge of project and programme management (development) preferably gained through experience in the field or through regular missions, as well as experience and knowledge of PCM, including monitoring, technical and financial reporting, while having a thematic specialization is an asset;
  • good knowledge of the NGO sector; a network with donor agencies is an asset, while also knowledge of the Oxfam confederation will be considered an asset;
  • You are result oriented, entrepreneurial, have strong analytical skills, a networker and are a team-player;
  • willingness to travel abroad;
  • fluent English skills required, knowledge of French is an advantage.

We offer

The gross salary will be between € 2.607,- and € 4.011,- gross per month on the basis of a 36 hour work week.
