Temporary assignment in the Office of the EUSR for Sudan and South Sudan

Background:

The EUSR for Sudan and South Sudan (EUSR) requires a Mission Security Officer for a period of three months. During this period, the MSO would enhance the Mission’s security arrangements and provide security advice for the EUSR and her staff in both Sudan and South Sudan.

The EUSR Office in Khartoum comprises one political adviser, one conflict management expert and one locally-engaged political officer, two drivers and one administrative/financial assistant. It is co-located with the EU Delegation in Sudan. The EUSR Office in Juba comprises one political adviser and a driver and is located within the EU Delegation in South Sudan. The EUSR and her team, including her three Brussels-based political advisers, frequently travel to and within Sudan and South Sudan.

Main tasks:

In line with the EU's Policy on the Security of EU staff deployed outside the EU in an operational capacity under Title V of the TEU (Field Security Policy) and under the authority of the EUSR, , the MSO is responsible for the following tasks:

  • To further develop and update the EUSR Mission Security Plan in line with the EU's Field Security Policy and its supporting documents;
  • To manage the security and safety of EUSR staff deployed to the region through the design and implementation of appropriate security policies and procedures;
  • To ensure Mission staff are aware of and compliant with Mission Security Plan procedures and all EEAS Security Directorate security procedures as prescribed by the Field Security Policy;
  • Liaise with the EU Delegation, UN, and other appropriate authorities and partners to assess and evaluate the security situation, make security recommendations, adopt the security measures as appropriate and update/upgrade the Mission Security Plan when necessary;
  • To develop appropriate context-specific security operating standards;
  • To ensure personal security advice is given to members of Mission staff as required. In this regard, to provide a security-briefing package for staff members with regard to security situations to be expected or encountered in Sudan or South Sudan;
  • To ensure timely and accurate security reporting including real time reporting from potential trouble spots;
  • To manage the distribution of HF, VHF radios, satellite and mobile telephones as appropriate ensuring adequate staff training and allocation of call signs;
  • To develop and maintain security database of all staff including all contact and medical details, call signs and residence locations;
  • To ensure that correct procedures are followed and respected in terms of the handling, storage and destruction of EU Classified Information in accordance with EU Security Policy Guidelines;
  • To ensure compliance with the basic principles and minimum standards of Council Decision 2011/292/EU regarding the protection of EU Classified Information;
  • To ensure an effective system of security reviews in relation to EUSR property and buildings and recommend changes if necessary;
  • To identify staff training needs in security related areas in line with standards set by the EU Field Security Policy and supporting documents;
  • To carry out other security-related tasks as delegated by the EUSR or her representative.

Qualifications and experience:

  • Graduate from a national military/police academy with specialized training in field operations, force protection and/or security with at least 3 years of relevant work experience – not dating back more than two years from this current application – in mission security (eg as a Security Officer in an embassy or delegation) or professional training on Field Security with at least 3 years of relevant work experience – not dating back more than two years from this current application – in a field security capacity in an international organization involved in crisis management (UN or UN agency, OSCE, ICRC etc);
  • Professional experience must demonstrate increasing responsibility at management level in the civilian security field or in the military/police field, in particular with regard to the security/protection of personnel, facilities and assets;
  • Ability to work in a demanding, deadline-driven environment;
  • Ability to work in a small multi-cultural team and to establish effective working relationships with people of different national backgrounds;
  • Experience in planning and implementing projects;
  • International experience, particularly in crisis management/security sector reform (desirable);
  • Previous experience in (East) Africa or the Middle East will be considered as an advantage.

Additional requirement:

EU Security Clearance at Level Secret only. No equivalent is acceptable. The employee is required to present a valid certificate with the necessary level of security clearance from the country of permanent residency.

Terms and conditions:

This is a full time position for a 3 months contract, based in Khartoum with extended travel to Juba. Travelling to other places in the region may also be required.

Starting date: October 2012.
