General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Graduation from a recognized police training school
Negotiating and interpersonal skills
Ability to read and utilise maps
Ability to perform first aid
Regular, active police service experience
Very good oral and written English communication skills
Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses on human resources management and general police management

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

High level command or management operational position in a national police environment and/or significant work experience with law enforcement bodies
Proven ability to work with high-level government officials and institutions, as well as the ability to establish contact and develop confident relations with civil society
Project management experience
Extensive experience with police system reform, legal reform and/or public administration reform
Law enforcement development experience within the Commonwealth of Independent States (CIS)
Knowledge of regional political developments, legislative and police reform issues in Central Asia
Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyze relevant information
Ability to work under pressure and with limited time frames
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Professional fluency of the English language
Ability to operate windows applications, including word processing and e-mail

Desirable:

Previous international work experience and/or experience in field missions
Working knowledge of the Russian and/or Kyrgyz languages

Tasks and Responsibilities

Under the supervision of the Head and Deputy Head of Centre, the Head of Police Affairs performs the following duties:

Provides analysis and advice to the Head of Centre and Deputy Head of Centre on all policing-related issues, with a particular emphasis on those related to the police reform process;
Liaises at the highest level with the Ministry of Interior and its territorial units, and actively develops with them a good working relationship/environment;
Advises the Office of the Prime Minister, the Ministry of Interior and Parliamentarians on international policing principles/good practices and issues relating to police reform;
Defines the strategy and necessary resources for the Police Reform Programme;
Oversees and directs the development, co-ordination and implementation of Police Reform Programme projects, ensuring they are adequately monitored, controlled, evaluated and reported on;
Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
Supervises the work of all staff in the Police Reform Programme;
Performs other duties as required.
