UN WOMEN: OFFICER-IN-CHARGE Islamabad, PAKISTAN

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors in Pakistan

The UN Women Country Office in Pakistan is going through a transition phase with the departure of the current Representative. UN Women is seeking to fill a Temporary Appointment for an Officer-in-Charge (OIC), to ensure smooth transition and continuation of programmes until such time as a new Representative is appointed.

Duties and Responsibilities

Programme and Financial Management
  • Monitoring the development in the country in terms of trends directions and issues with regard to gender equality and human rights for women, as a basis for UN Women’s programme.
  • Leading the management and implementation of the UN Women’s two year country strategy in Pakistan as per corporate policies, guidelines and requirements full responsibility and accountability for UN Women’s financial resources allocated to the country office, from both core and cost-sharing funds, as well as other funding modalities (Trust Funds) through all stages of results-based planning, programming, implementation, monitoring, reporting, integrity, transparency, and equity in the management of UN Women financial and human resources in the country office.
  • Explore opportunities for joint programming and initiate or contribute to the process.
  • Lead the continued role of UN Women within UN Country Team, under the Delivering as One UN Pilot in Pakistan.
Policy Advice and Advocacy:
  • Provide policy advice for governments, civil society, UNCT/agencies and other external partners, keeping abreast of updated global developments.
  • Feed into national, regional and global policy making or advocacy fora using the evidence from the field based work.
People Management:
  • In collaboration with the Human Resources Center, and in line with the UN and UN Women rules and regulations, the Officer-in Charge will ensure effective management of staff in the country office.
  • Provide support to supervised staff so that they may gain their development needs, as per UN standards.
Financial Management:
  • In line with the principles of the delegation of authority, the OIC ensures proper financial management of, and accurate and timely reporting on UN Women’s resources.
Strategic Management:
  • Provide strategic and data inputs into programme activities, including budget preparation exercises for UN Women. Ensure and prepare products and results, handovers and consultations; effective and efficient management of partnerships with government and NGO partners.

Representation Functions:

  • Build strong relationships with government of countries in the country, as well as with civil society organizations, including within the UN Women Civil Society Advisory Group for Pakistan, and regional inter-governmental organizations.
  • Liaise, negotiate and collaborate with bilateral and multilateral donors, international foundations and corporations to maximize results in terms of country programming and towards securing funds for UN Women programmes.
  • Chair inter-agency groups on gender or women's human rights where entrusted.
  • Promote engendering UNCTs' work such as UNDAF and Delivering as One UN programmes and modalities, drawing on system-wide tools and strategies.
  • Promote a positive and accurate image of UN Women in the country through participation in policy and programme to foster cooperation and collaboration between and among government, UN and donor agencies on gender issues.
  • Build strategic alliances with women's organizations within the country in order to support their work and to create visibility for the issues being pursued by the organizations.
Leadership Functions:
  • Provide support for gender sensitive UN country-level programming processes, leadership of relevant inter-agency groups where entrusted and contribution to UN planning and coordination exercises within the Delivering as One UN process.
  • Provide support to the UNCT to mainstream gender within the programmes of all agencies and to ensure appropriate follow-up to the implementation of all international policy framework related to gender equality and women human rights, including the Beijing Platform for Action of the Fourth World Conference on Women, CEDAW, either directly or by providing technical backstopping to other UN staff.
Staff and Resource Management in the country.
  • The OIC will be accountable for integrity, transparency, and equity in the management of UN Women financial and human resources in the Country office and provincial level presence.
Impact of Results:

The functions of the Officer-in-Charge/Head of Office, Pakistan will ensure programme continuity and enhance the mandate of UN Women in Pakistan, resulting in the UN Women´s work as a leading agency on women's rights in the country by becoming more visible and highly recognized

Required Skills and Experience

Education:

  • Advanced University Degree in Social Sciences and/or any relevant disciplines related to International Development or International Relations, International Legal studies, Human Rights, Gender Equality and Women's Human Rights.
Experience:
  • Minimum of 10 years relevant experience.
  • Experience in project development/ management and coordination, as well as in budget preparation Knowledge in gender and development issues.


Language Requirements:

  • Excellent written and spoken English.
  • Working ability in another UN language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
