Brief description: The Education adviser will work with the Senior Education Adviser to ensure the effective delivery of the DFID India education portfolio.

Duties

The Education adviser will work with the Senior Education Adviser to ensure the effective delivery of the DFID India education portfolio. This will include: providing policy advice, monitoring programme implementation and representing DFID in formal meetings and at technical events. In addition, the Education adviser will be expected to provide education advisory support to other programme teams and contribute to corporate education work (e.g. research, impact evaluation) in DFID India and in DFID globally.

A. Education advice to support implementation of the DFID I programme (70%)

1. Provide timely, high quality education advice for an agreed selection of projects in the National Team portfolio, at all stages of the project cycle, including identification, design, appraisal, implementation, monitoring and evaluation.
2. Analyse, document and communicate education trends in India, with a view to informing DFID’s programming and policy influencing work.
3. Build up a network of contacts and partners (Government, civil society, academia, media, private sector, development partners) who are instrumental to pursuing the education agenda at national level and in DFID’s focus states (Bihar, Madhya Pradesh and Odisha). Provide guidance, mentoring and coaching for education counterparts in the technical assistance teams supporting DFID-funded projects.
4. Contribute to the education work of other programme teams as agreed with line managers and the Senior Education Adviser (SEA).

B. Support DFID India’s policy influencing and corporate response work (15%)

5. Contribute to corporate reporting, briefing, handling of parliamentary questions and ministerial correspondence, where these require education inputs.
6. Participate in at least one of the DFID India policy teams to contribute to DFID India’s policy influencing work.
7. Interact proactively with a range of stakeholders within and beyond our projects to pursue DFID India’s policy influencing objectives, particularly where related to education concerns.

C. Contribute to the work of the education cadre in India and in DFID globally (15%)

8. Participate in meetings of the Education Task Team in DFID India and take forward education work across DFID India and in DFID globally.
Duties
9. Contribute to DFID-wide education work through the Education cadre, by networking, participating in global and regional retreats, linking to relevant policy teams, etc.
10. Contribute to DFID’s work on results and evidence, in particular boosting our ability to measure, document and disseminate results in the education sphere. Contribute to lesson learning on education in DFID India.

  • Technical knowledge of core education agendas, in particular: school education systems and delivery, secondary education, exclusion, gender issues, learning outcome assessment, teacher education, education management and accountability, civil society and community participation.

  • Prior experience of education research is preferable.

Entry criteria
  • A post-graduate degree in education or a social science discipline such as
    economics, anthropology, sociology, political science, social policy, human geography or equivalent
  • Minimum of 8 years of progressive experience of working as an education
    specialist in a developing or transition country. Experience of education programme planning and implementation, programme evaluation and policy formulation.
  • Experience of working in collaboration with Indian government (at the
    Centre/state level) in the implementation of education programmes.
  • Team work oriented in approach. Highly adaptable to a multi-cultural work
    environment and willingness to lean.
  • Excellent stakeholder relationship management skills.
