Background:
The ASEAN Foundation is an inter-governmental, non-profit organization, established by the ten ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Thailand, and Viet Nam) with the mandates to promote greater awareness of ASEAN among the general public and help address poverty and socio-economic disparity issues in the region.
The ASEAN Foundation and the Southeast Asian Council for Food Security and Fair Trade (SEACON) is implementing a joint project entitled the South East Asia Network Facility on Technology for Sustainable Agriculture, Food & Nutrition. This Project aims to develop a regional ICT tools to help empower rural farmers and communities in ASEAN Member States to proactively participate in improving farm productivity and reducing farm risks by accessing appropriate farming technologies for adoption using transmissible information through available and existing ICT infrastructure. This Project will start in January 2013 and activities will be carried out in Indonesia, Lao PDR, Malaysia, Thailand, and Viet Nam through the local partner organizations in the respective countries. One community with a telecentre or e-kiosk or community with large mobile phone users among farmers will be adopted in each country for local capacity-building activities on accessing SAFSN technologies using the ICT tools to be developed.
To support the implementation of the Project, the ASEAN Foundation now invites application from Indonesian Citizens and ASEAN Nationals with permanent resident status in Indonesia to apply for the following Project position:
PROGRAMMER
Terms of Reference:
The South East Asia Network Facility on Technology for Sustainable Agriculture, Food & Nutrition Project requires a qualified technical Programmer who will be tasked to develop, analyse, conceptualise, design, and explore the appropriate ICT systems for the Project. The Programmer will be directly supervised by the Head of Programs through the Senior Program Officer on the activities of the project and work closely with relevant staff.
Duties and Responsibilities:
The Programmer shall design the overall system and website of the Project, develop databases for the applications, conduct a system trial to ensure the system is bug free up to final version and ready to use. He/she shall manage to absorb and explore new technologies to look for possibility of leveraging the system to provide more support to the Project as well as for possible serving other areas. He/she shall work with clients and team members to modify, adapt, and localise the systems to meet with the user requirements and needs.
This support will include but not be limited to:
• Collaborating closely with the project team member to conceptualise, design, and explore information systems to maximise the outputs of the Project systems information.
• Designing and developing the Project website based on the Project requirements, including developing and enhancing Web GIS, Web Database Applications, and Mobile Reporting System, preferably using open source technology.
• Conducting knowledge transfer and delivering trainings to the partners. This activity will include but not limited to preparing training materials, identifying the prerequisites of the trainings such as equipments, venues, etc.
• Overseeing and maintaining the equipments of the Project to minimise the possibility of malfunction to the equipments.
• Managing the mobile reporting systems based on the developed applications as well as SMS-based, including server configuration, database, and maintenance.
• Implementing and maintaining of the web system: regularly check the server and database health, efficiency of the coding, and data backups.Liaising with the Project stakeholders to secure valuable feedback for use in improving the systems and other web services.
• Collaborating closely with the Project team leader to document all the software development process and related material as well as the hardware installation and configuration.
• Performing any other tasks as directed by the ASEAN Foundation.
Qualifications/Experience:
• Bachelor’s degree in Information Technology, Computer Science, or related disciplines.
• Minimum five years of progressive working experience in software development, website, and web application development.
• Must have the professional knowledge of tools and technologies in website development, web database, and web applications. Knowledge of web applications that integrates with the GIS database is preferred.
• Must have practical and theoretical knowledge of Joomla Framework, Open Layers, Map Server, GIS basic, JavaScript and J2ME, PHP, My SQL Server and VB.
• Must have a solid knowledge base in Internet Technologies and Object Oriented Programming.
• Mobile application programming is a plus.
• Excellent communications skills (both written and verbal) in English.
• Experience in project management, product development, or managing client relationships.
• Independent and quick learner.
• Willingness to learn new technologies.
• Familiar and supporter to open source software technologies.
• Good inter-personal skills and able to collaborate with multi-national working environment.
Conditions
Successful candidate shall be offered the post with immediate joining date until 31 December 2013.
Remuneration:
Successful candidate shall be offered a monthly all-inclusive remuneration starting at IDR 9,300,000, depending on qualifications and previous experiences. No other benefits will apply.
