Key results expected: Building upon the preliminary supply chain analysis done within the GAVI Secretariat, the mapping of the Alliance Global Supply Chain, the analytical work and planning performed by the various partners (WHO, UNICEF, Gates Foundation, etc.) coordinate the development of the end-to-end strategy that will inform the operations of the Alliance supply chain. This strategy, to be agreed with all the concerned parties (partners of the Alliance and other in-country players) and approved by the GAVI Board by the end of 2013, will aim at strengthening the planning and operation of the supply chains in countries, and at the global level within the secretariat and with the partners. The strategy will guide the re-design of the Alliance Supply Chain, allow the identification of gaps and areas for improvment, facilitate the prototyping and scaling up of innovative solutions and ultimately trigger a more seamless integration of the activities performed by the various players from vaccine development to delivery to the patient. In parallel and further to the approval by the Board of the strategy, the post holder will also coordinate the implementation of the strategy contributing to the achievement of the Alliance yearly implementation objectives (numbers of people vaccinated, immunisation coverage, number of country introductions, efficient use of the purchased doses) by identifying challenges in the supply chain and proposing solutions to address them. The post holder will report to the Director Vaccine Implementation. The Director Vaccine Implementation is jointly responsible with the Director Strategic Initiatives for developing the Alliance supply chain strategy, and the post holder will also work closely with the Director Strategic Initiatives. In parallel the post holder will take over responsibility for the implementation (preparation and management of introductions, achievement of coverage targets and appropriate stock levels) of one of the current GAVI Alliance vaccines. This will allow direct experience of the Alliance implementation processes and practices as well as a “space” for prototyping solutions identified in the strategy definition process.
Main duties/ Responsibilities: • Coordinate the process of definition of a Alliance-wide Global Supply Chain coordinating input from partners, consultants and other contributors at global and country level; • Proactively define acitivities aimed at improving / addressing gaps in the Alliance-wide Supply Chain, facilitate the design of prototypes and where successful coordinating their scale-up; • Manage the implementation of one of the GAVI Alliance vaccines; • Advise the Vaccine Managers on Suppy Chain related topics facilitating the resolution of problems that may hinder the Alliance ability of achieving its yearly objectives. Note: The essential functions listed in this section are not limited only to the tasks listed and may include other duties as assigned. Academic: • Masters Degree in Engineering, Economics or Business Administration. Work experience: • At least 7 years of experience in commercial/operational supply chain, ideally for temperature-sensitive products in industry, consulting or public sector; • Work in GAVI-eligible countries (experience of work in development, and in developing countries, will be an advantage; • Prior experience working with the public sector necessary (with UN agencies desirable); • Prior experience in operational research desired.
Skills/competencies: • Strong analytical and writing skills; • Ability to develop concepts, plan and execute projects and corporate materials; • Experience interfacing with country ministries of health and public and private sector service providers; • Knowledge and experience of immunization and global health issues in developing countries preferred; • Experience with project development and management, and managing to deadlines; • Ability to work in a multi-cultural environment; • Demonstrated outstanding written and oral communication skills in positions requiring communications in a broad and diverse audience on a range of complex issues.
Languages: • Written and spoken fluency in English; • Other languages, particularly French, will be an advantage.
