Consultancy Opportunities for the Office of the Prime Minister of the Republic of Rwanda


Ensuring policy coherence through the effective coordination of government policies and programs lies at the core of the mandate of the Office of the Prime Minister of the Republic of Rwanda (OPM).  As a means of contributing to a ‘step-change’ in the quality of the upstream policy advisory services currently at the disposal of the OPM, a number of in-depth sector focused studies are being commissioned.  It is expected that these studies will provide the evidence base for policy reforms aimed at strengthening institutional coordination between and within different Government entities, around the implementation of priority programs.  
It is against this background that the OPM with the support from the United Nations Development Program is looking to invite applications from qualified and experienced professionals and/or firms, to undertake the assignments listed below:

A.      Consultancy to Carry Out a Strategic Review of Rwanda’s Electricity Sector
B.      Consultancy to Design a Management Information  System for the Office of the Prime Minister of the Republic of Rwanda Targeting Priority Sector Programs
C.      Consultancy to Design a Virtual Learning Platform (VLP) for the Office of the Prime Minister of the Republic of Rwanda
D.     Consultancy to Design an Institutional Twinning Program for the Office of the Prime Minister of the Republic of Rwanda
E.      Consultancy to Support the Institutional Strengthening of Rwanda’s Mining Sector for the Office of the Prime Minister of the Republic of Rwanda
F.       Consultancy to Strengthen the Policy and Institutional Frameworks Supporting the Development of: Geo-Thermal, Peat and Petroleum Exploration sub-Sectors for the Office of the Prime Minister of the Republic of Rwanda
