Consultancy: Technical support for prevention projects working with MSM


TECHNICAL SUPPORT CYCLE ON CONTINUUM PREVENTION, TESTING, CARE TO ORGANISATIONS IMPLEMENTING MSM HEALTH PROJECTS
The Alliance is searching one individual consultant who will deliver assignments  specified in the attached ToR. In line with the expected deliverables, he/she must possess the following key qualifications in order to be considered for this consultancy:
  • Established expertise in HIV prevention, particularly in the continuum of prevention, HIV testing and care, and in prevention programming targeting men having sex with men
  • Established experience in capacity building of civil society, particularly in facilitation of participatory trainings and in conducting technical support missions
  • Understanding and knowledge of issues related to the HIV epidemic in the MENA region
  • Ability to work (communicate and write reports) in English and French (language of the field work –regional training and technical support visits/ will be French)
  • Ability to collaborate and coordinate work with various stakeholders (IHAA team, local partners) and deliver quality work under time-pressure
The consultant is also expected to be available for implementing the assignments within the time frame (February/May).
SELECTION PROCESS

The application should include the following:
1.    note commenting on the Terms of Reference and explaining interest and qualifications of the consultant.  (English ToR here)
2.    CV of the consultant,
3.    financial proposal detailing the consultant daily rate history for the past three years (using template provided by the Alliance).
Applications will be reviewed by the Alliance. The pre-selected consultants may be invited to discuss the consultancy before final selection.
A service contract will be signed between the selected consultants and the Alliance. The assignment will start in February.

Les experts-conseils intéressés devraient soumettre une proposition technique et financière au plus tard le 4 février 2013 à l’adresse électronique suivante : info@alliance-tshub-wnca.org

La demande devra comporter les éléments suivants :
4.    Une note mentionnant les Termes de référence et expliquant l’intérêt et les qualifications de l’expert-conseil.
5.    Le CV de l’expert-conseil.
6.    Une proposition financière donnant les détails sur l’historique des honoraires journaliers du consultant pendant les trois dernières années (en utilisant le modèle fourni par l’Alliance).
Les candidatures seront examinées par l’IHAA. Les consultants présélectionnés peuvent être invités à discuter des détails des travaux d’expert-conseil avant la sélection finale.
Un contrat de prestation de service sera signé entre les experts-conseils sélectionnés et IHAA. La mission débutera en février.
