Project name: Sustainable land and ecosystem management in shifting cultivation areas of Nagaland for    ecological and livelihood security
Period of assignment/services (if applicable): 35 full working days
Duty Station- Home based with travel to sites.

1. BACKGROUND
The Government of Nagaland-UNDP project titled “Sustainable Land and Ecosystem Management in Shifting Cultivation areas of Nagaland for Ecological and Livelihood Security” is being implemented in three districts of Nagaland viz., Mon, Mokokchung and Wokha districts covering 70 villages where shifting cultivation is rampant. The project addresses land degradation in the project areas through participatory planning, awareness creation, institution building and strengthening, integrated farm development, etc., for sustainable land and ecological management. Integrated Farm Development models have been promoted over 1000 hectares of land, in partnership with the government line departments. This concept integrates crop-livestock-fishery-forestry-horticulture in a complementary way, thus changing the agricultural practices of more than 800 jhum practicing families that have switched to settled agriculture. This change in agricultural practice will have long term implications on the quality of the soil which would otherwise be seriously degraded if short fallow shifting cultivation was to continue under the business as usual scenario. The soil erosion rates have also significantly reduced as compared to the baseline information. In addition, destruction of large tracts of forest lands has been avoided with the introduction of settled agriculture, thus helping to stabilize the forest cover.
Consequently, the socio-economic benefits are gradually emerging with improved productivity of land leading to increased income, especially amongst the women who sell their farm produce in the local market. In light of these changes in agricultural practices, UNDP-India intends to hire individual consultant/qualified experts (agro-economist and sociologist) to study the land use pattern in three project districts of Nagaland post project intervention.
2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Key tasks and deliverables
 
1.   Develop a ‘strategic watershed based land-use planning model’ for one project village to support strengthening of current approaches related to Sustainable Land and Ecosystem Management (SLEM) activities in the project.
2.   Prepare a ‘hands-on’ training module on participatory SLEM, taking into consideration the unique socio-cultural and ecological conditions specific to Nagaland and shifting cultivation areas/upland agriculture.
3.   Conduct three (3) training programmes on SLEM based upon traditional practices as well as international principles and practices, with a) UNDP team in Nagaland; b) local communities, and c) relevant stakeholders, including concerned officials from line departments and local NGOs working in related fields in the three project districts.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
I. Academic Qualifications: Master’s degree in natural resource management/development studies/rural development or related field
II. Years of experience:
The consultant must have a proven track record of a minimum 10 years of international level experience and expertise in related field.
III. Other competencies:
·         Substantial project experience in demonstration of Sustainable Land and Ecosystem Management, including experience of training communities on the same
·         Experience of working in shifting cultivation areas is an asset.
·         Strong analytical skills combined with communications abilities is important for this assignment
·         Writing, editing, and oral communication skills in English

5. FINANCIAL PROPOSAL
 
Lump sum contracts
 
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  
 
Travel
 
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
 
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
 
6. EVALUATION
IC proposals will be evaluated based on the following criteria:
 
Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the IC whose offer has been evaluated and determined as:
a)     Responsive/compliant/acceptable, and
b)     Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
