Deputy Programme Director - NCI - NATO | Brussels


This is a position within the NATO Communications and Information Agency (NCIA), an organization of the North  Atlantic Treaty Organization (NATO);
The NCIA has been established with a view to meeting to the best advantage the collective requirements of some  or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command &  Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the
integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated  information exchange.
The Deputy Programme Director (DPD) is responsible to BMD Programme Director  .
He/she must exercise  balanced judgment in providing recommendations to the  PD for solving problems of unusual or unanticipated  complexity and is required to perform a wide range of functions related to the goals and objectives of the BMD
Programme Office. He/she must be able to support the BMD PO Director in all functions allocated to the PO and to  substitute him/her as required.
Duties:   
Under the direction of The Programme Director, NATO Communications and Information Agency BMD Programme  Office, the incumbent will  act as  Programme Director during his/her absence or when delegated by the Programme  Director will perform  duties such as the following:
  •  Direct and manage the activities of the BMD Programme Office;
  •  Establish yearly management objectives consistent with agency policies and directives, and conduct  management performance assessment for PO supporting staff; 
  •  Support the Programme Director in reviewing the contracts let by the PO for the BMD review the contracts let by  the Host Nations for the BMD; 
  •  Develop budget estimates and financial reports for the BMD programme as components of the NCIA input to the  appropriate financial Committees; 
  •  Prepare input to the NCIA annual report; 
  • Attend all meetings of the BMD SC, unless otherwise decided by the PD; 
  •  Be responsible to the PD for the conduct of  tasks assigned by the BMD SC; 
  •  Be responsible for initiating the programming of projects which are the component projects of the BMDProgramme;
  •  Designate in coordination with the NCIA technical authority the standards and technical performance necessary to ensure that BMD projects are coherent with NCIA architecture guidance and can be integrated to form a  coherent, logical and interoperable entity; 
  •  Be responsible for central technical planning, design, systems engineering, integration and configuration  management for the  programme with a view to ensuring integration of  BMD domain into a coherent, logical and  interoperable architecture; 
  •  Upon delivery of these projects, verify through testing that the projects can be integrated to form a logical and interoperable entity; 
  •  Manage the Reference architecture and the Target architecture for NATO Balistic Missile Defence Command  and Control systems in coordination with the appropriate bodies by, inter alia, providing the necessary system  direction and support; 
  •  Manage risk associated with the implementation of of the BMD Programme
  •  Develop and implement in NCIA Service Support capabilities to ensure smooth transition to operations
