Salary Information: The salary range is $58,350 to $91,173 per annum (Managerial, Phase 2).  The starting salary will be commensurate with education and experience.
Primary Purpose: The Director of Programs and Operations is responsible for providing leadership and oversight of graduate program management in the College of Graduate Studies and Research (CGSR). The Director will ensure that those operations are efficient and effective and that they conform to best practices in graduate education. The Director supervises and directs the work of program management staff within the college and liaises with other administrative and academic units of the university. The Director is a member of the administrative leadership team of the college (along with the Dean, Associate Dean, Director of Awards and Scholarships, and Director of Special Projects/EA to the Dean) and will work with the team to effectively integrate program management with the other administrative, academic and strategic activities of the college. 
Nature of Work:  Reporting to the Associate Dean, the Director of Programs and Operations is responsible for program management operations from student application through to convocation. The Director works with the administrative leadership team of the college to identify the program management needs and responsibilities of the college. The Director works with the staff of the college and other administrative and academic units to identify and implement the program management operations required to strategically meet those needs and responsibilities. The Director will keep current with practices and issues in graduate program management through professional networks with counterparts at other Canadian and international universities.
The Director will oversee the transfer of the functions of the Graduate Student Information System (GSIS) to the SiRIUS (Banner/Degree Works) system and integrate this change into graduate program management by the CGSR and other university stakeholders. The Director will work with university stakeholders and service providers on a continuous basis to maintain and improve graduate program management tools and processes. The Director will be responsible for the ongoing training and supervision of five CUPE positions (three consultants and two support staff) within CGSR who provide support services to the departments and other academic units that deliver graduate programs across campus. The Director will also be responsible for ongoing training programs for faculty and staff in those departments and units. The Director will manage the operations budget assigned to that position. The Director will play a leadership role in ensuring a high standard of program management at all levels of the university.
Accountabilities:
  • Oversee and direct the work of CGSR consultants and support staff assigned to program management operations.
  • Maintain effective links between the academic and administrative aspects of program management.
  • Coordinate program management operational changes with CGSR policy and University Calendar updates.
  • Provide ongoing assessment of the program management operations of the College and its academic unit partners to ensure effective and efficient activity.
  • Identify and recommend CGSR policy changes to senior leadership of the college.
  • Support the Graduate Program Review process by providing quantitative assessments of the program management operations of units under review and by working with them to implement recommendations arising from the review.
  • Develop and maintain a set of standard operating procedures (SOP) that document agreed work flow processes and activities to support graduate education and CGSR policies. These SOP's will serve to guide the work of College staff, provide resiliency in operations, and communicate functional activities to all stakeholders.
  • Oversee management of the CGSR web site and PAWS communication portal.
  • Establish and maintain a strong working relationship with the central Student Enrolment and Services Division (SESD) staff to promote appropriate and effective integration of SESD and CGSR operations in support of graduate program management.
  • Work with Student Information (SI) and Information Strategy and Analytics (ISA) staff to provide the information management needs of the College and its internal stakeholders.
  • Work with the Registrar and the University Secretary to ensure consistency of program management with the regulations and requirements of those offices.
  • Supervise and manage the work of the college staff (currently 5 CUPE staff) directly responsible for supporting graduate secretaries and graduate chairs in academic units across campus.
  • Deliver an ongoing communications strategy to inform and engage College staff and internal stakeholders in fostering excellence in graduate program management.
    • Promote a team approach to graduate program management within the College and across institutional stakeholders.
  • Deliver ongoing training in program management tools and process for the staff of the CGSR and for the faculty and staff of its graduate program delivery partners in graduate program delivery.
  • Ensure the effective integration of other information management systems related to College membership, appointment of PDF's and visiting scholars, and the tracking of student awards into the broader framework of graduate program management.
  • Other duties as assigned.
Qualifications
Education:  A Bachelor degree in a relevant area is required and a graduate degree would be an asset.  
Experience:  Five years of increasingly responsible experience in a university environment is expected. This experience should include staff supervision and the design, development and maintenance of business process systems to support academic goals.

Skills:   The successful applicant is expected to have strong oral and written communications skills, an understanding of systems for institutional data management, outstanding interpersonal skills and a good understanding of the operational nature of graduate programs at Canadian universities. He/she should have demonstrated supervisory skills, organizational skills, communication skills, the ability to identify individual and institutional priorities, and the capacity to establish and manage professional working relationships. The ability to effectively manage work under mutually agreed schedules and timelines will be essential. This position requires technical and policy knowledge, an ability to deal with competing priorities and deadlines, and personal initiative and judgment. It will suit an individual who is creative, innovative and versatile.
