Geographic Information Systems Data Coordinator
The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. In the coming years the American Red Cross will deepen and expand its programming around the world while also working to strengthen the global Red Cross and Red Crescent network in order to deliver vital help and hope to some of the most vulnerable communities.
Summary: The American Red Cross seeks an experienced Geographic Information Systems (GIS) Data Coordinator to support the growing geospatial needs of its international programs. This includes a variety of responsibilities related to geospatial data acquisition, management and visualization. The data coordinator will focus on improving existing data management practices, as well as be responsible for the development and maintenance of a web platform to visualize key program data. As this position evolves, the data coordinator will have opportunities to work more closely with the American Red Cross’s existing community mapping and pre-disaster hazard analysis portfolio. This position reports to the Information Management Director and will work closely with GIS team members and relevant IT staff.

Responsibilities •Serve as the international lead for geospatial data acquisition, management and visualization. •Oversee the development and maintenance of a web platform to visualize key program data housed in Salesforce; this includes drafting functional requirements and use cases and helping to select and oversee the work of any vendors who may support the project. •Improve existing GIS data management practices, including increasing the efficiency of existing workflows and developing and/or enhancing tools for geospatial data collection and analysis. •Work with program decision makers to identify and prioritize secondary datasets that can inform program management and establish relevant partnerships to address these needs. •Explain technical concepts and applications to international program staff. •Travel as needed to conduct trainings and support field data collection with Red Cross partners.
Qualifications •BA/BS in GIS, Geography, Computer Science, or related field. Masters degree preferred.
•Five years relevant experience required. •Practical experience and thorough understanding of cartography and cartographic principles, spatial analysis, graphic arts and computer programming. •Demonstrated technical proficiency in the creation and management of spatial and relational databases. •Demonstrated technical proficiency in the automation of spatial analysis processes with scripts or graphical model builders. •Exceptional data management skills, including experience managing raster data. •Exceptional written and verbal communications and organization skills. Project management experience is a plus. •Knowledge of the principles, practices, terminology and trends in current geographic information systems usage and applications. •Demonstrated ability to work independently and manage multiple tasks under limited supervision. •Flexibility to meet unpredictable business needs, including occasionally working long hours and on weekends. •Preferred but not required: Familiarity with remote sensing techniques, experience working on humanitarian or economic development projects in the developing world, and working knowledge of Spanish or French. •Experience contributing to and utilizing data from Open Street Map

Computer Skills •Extensive knowledge and experience with ArcGIS suite of GIS products and extensions including but not limited to ArcGIS, ArcGIS Server and ArcGIS Online. •Experience with Quantum GIS is highly desirable. •Technical proficiency with open source web mapping services and tools (WMS, WFS, REST, SOAP, JSON) is highly desirable. •Experience with web development (HTML, CSS, Javascript) and web integration with GIS (e.g. OpenLayers, Leaflet, Adobe Flex) •Experience with scripting languages such as Python. •Experience with SQL or other relational database management software. •Strong working knowledge and experience with the MS Office suite. •Experience with Adobe Illustrator or open source alternatives preferred. •0-10% Travel
