Project Background
The project will assist the Government of the Islamic Republic of Afghanistan (GIRoA) in strengthening revenue generation, budget planning, and execution in an effort to sustain and continue the progress made towards the achievement of the Tokyo Mutual Accountability Framework fiscal sustainability milestones. The project will support GIRoA’s efforts to strengthen the capacity within the Ministry of Finance along with key spending line ministries to effectively manage revenues and budget execution. The project will provide assistance in policy strengthening, implementation, and enforcement. The work will build on current efforts to roll-out formula-based and gender-sensitive budgeting. The budgeting is anticipated to be aligned with local priorities corresponding with the needs of communities. Efforts to strengthen budget planning capacity will be complemented by improvements in procurement processes, which are expected to boost budget execution rates.
Responsibilities
The Deputy Chief of Party (DCOP) will report to the Chief of Party and shall:
• Be responsible for the day-to-day management of administrative functions such as human resources, management of subcontractors and/or grantees, property management, and events management;
• Oversee the work of the capacity building team and liaise regularly with counterpart stakeholders to ensure that capacity building efforts are responsive to the needs of the beneficiaries, effective, and adequate;
• Oversee the work of the monitoring and evaluation team and the data collections, analysis and reporting for the project;
• Investigate and introduce improvements to project implementation, efficiency, and effectiveness as needed and in close coordination with the COP, Director of Operations, and the home office;
• Other duties as assigned by the COP
Qualifications
• Bachelor’s degree in public administration, management, international development, operations, institutional development, or relevant field. A Graduate Degree preferred;
• A minimum of 15years of progressively responsible experience managing large, USAID-funded or other donor projects, including minimum 10 years of DCOP or senior project management experience;
• Demonstrated experience managing directly and remotely host country national and expatriate staff working in difficult conditions;
• Demonstrated experience in and knowledge of institutional and human capacity development approaches, adult learning methodologies, and assessment of the effectiveness of capacity building interventions;
• Strong coordination, organization, and communication skills;
• Experience in Afghanistan and/or other similar conflict/post-conflict environments;
• Fluency in written and spoken English required; knowledge of Pashto or Dari desired.
