2.  PURPOSE & PRINCIPAL OBJECTIVES
Purpose
 
To ensure that the Alliance maintains efficient and effective management systems for Performance and KPI reporting, Safety, Health, Environmental, Security and Quality  This requires developing, implementing, monitoring and continually improving processes and procedures that comply with relevant national standards, legislation, and industry best practices. Learning from issues raised in investigations to process back through lesson’s learnt.
 

Principal objectives

  • Develop, implement and maintain SHESQ Standards and Policies consistent with National Grid and Partners policies/standards.
  • Define and document the Alliance SHESQ management system, implementing best practices from within the JV partners, Pan-Alliance, and within the SHESQ professions.
  • Champion SHESQ issues within the SEESA management team. Ensure that the appropriate standards of SHESQ issues are achieved in decisions/ policies / strategies agreed by the Management team.
  • Ensure that Alliance KPIs are measured and reported in accordance with National Grid requirements
  • Ensure the Alliance has effective and efficient processes focused on achieving the Alliance KPIs and are in line with current best practice and Legislation.
  • Support other functions to deliver projects in compliance with legislation and governance
  • Provide audit of SHESQ processes and activities within the Alliance as part of a SHESQ management service, ensuring continuous improvement and sharing best practice

4.  SKILLS & KNOWLEDGE
Qualifications
  • Management Degree/Diploma
  • Engineering Higher Diploma
  • IOSH/NEBOSH preferred
 
General experience
·         Experience in a similar Senior Manager role
·         Advanced skills:
o   Management Systems specification and development
o   Process development and Continuous Improvement tools and techniques
o   Process mapping and Change Management
o   Development of performance measures and KPIs
o   Ability to turn concepts and ideas into practical systems

Specific experience required for this role
  • Good working knowledge of National Grid processes
  • Experience of management systems development in an Alliance environment
  • Leading edge understanding of management systems in construction/engineering projects
  • Good understanding of Safety, Health, Environmental and Security management in the construction/engineering industry
 
5.  TASKS
Job Specific
  • Define and document Alliance Quality Management system in conjunction with others, providing a system that is consistent with the standards and policies and is capable of being implemented at a working level.
  • In conjunction with the H&S Manager; Quality Manager and Environmental Manager defines, documents and integrates (with quality management) systems for SHES management
·         Ensure SHESQ processes are integrated as part of a single management system
·         Identify, develop and maintain a positive employee culture through effective communication processes and implementation of HR policies that encourage and reward appropriate behaviours and performance. Demonstrate championing, monitoring and continual improvement in meeting Alliance KPIs and in living Alliance values and in promoting positive SHE culture.
·         Set SHES Standards and Policies consistent with National Grid and Partners Organisation policies/standards in a clear and concise manner.
·         Ensure that KPIs are understood by all Alliance team members
·         Ensure that KPIs are measured accurately on a monthly basis and evidence is collected to support the scorecard
·         Ensure through KPI measurement that Best Practice is understood and passed across the business to improve efficiency, commercial drive and Safe delivery of our projects.
·         Set clear and achievable objectives and targets to maximize functional performance
·         Provide an effective Incident management system that includes the production of relevant documentation and understanding/training of all roles and responsibilities, in a timely and appropriate manner for the Alliance.  Assist other parts of National Grid and Partners in Incident management where appropriate.
 
General
  • In conjunction with the Alliance team take responsibility for meeting agreed business targets, controls and operating costs in achieving investment plans, managing risks effectively and delivering all agreed outputs, within the agreed economics and safety regulatory framework.

  • Contribute to the identification and formulation of strategic objectives.
