Position Summary The Community Livelihoods Project in Yemen (CLP) works in a number of programmatic sectors, Agriculture among them. Within this sector, CLP seeks short term assistance from a consultant or institution on the project’s efforts to improve the honey value chain. The Honey Value Chain Specialist will assist the team on 4 primary activities: 1- Value Chain Analysis 2- Market Analysis 3- Yemen National Marketing Strategy 4- Institutional and Organizational Capacity Building Strategy
The proposed activities, in conjunction with ongoing production-related activities, will identify the actual needs of the Yemen honey industry and establish a base on which a long term sector strategic development plan can be developed.
Reporting & Supervision The Honey Value Chain Specialist will report to the CLP Chief of Party.
Primary Responsibilities The Honey Value Chain Specialist will deliver the following with support from the CLP team:
- Value Chain Analysis An accurate assessment of the honey value chain will underpin effective technical and strategic development assistance to the sector. CLP seeks the expertise of a consultant/s or institution to employ a value chain approach to assess the overall honey value chain strengths and weaknesses including chain support activities such as input supply, TA and extension, finance and credit and physical infrastructure.
The analysis should also present and discuss public and private investment priorities; economic performance and competitiveness of economic factors (production/processing costs, margins, added-value, etc.); end market opportunities and their backward linkages to production and processing; requisite grading, standards, Q/C and certification activities for taking advantage of market opportunities; and, organizational capacity and linkages/inter relationships in the sector.
The sector value chain analysis shall include a SWOT analysis of government and private sector organizations’ technical and administrative capacities and a strategic development plan for coordinating and strengthening sector organizations, with specific emphasis on the Yemeni Honey Association.
The analysis should identify any specific technical assistance, training activities, demonstrations, equipment or other inputs that enhance value chain strengthening, as well as any specific equipment that would be beneficial in the short term for demonstrations.
Secondary Responsibilities The Honey Value Chain Specialist will support the CLP team’s development of the following:
- Market Analysis The market analysis is expected to highlight current end markets, market trends, segmentation and high-potential market segments, benchmarking, market positioning, trade barriers, transport and logistics details, buyer contacts and opportunities for women and youth. The analysis should provide a strategic and training and technical assistance plan that links market opportunities with production, post-harvest and processing activities.
- National Marketing Strategy Value chain assessment and market analysis information will be used to develop a national marketing strategy based on grading strategies and price incentives resulting from improvements in production, processing, institutionalization of public and private quality controls, testing services and certification processes as well as packaging, promotion, export formalities and new value-adding product lines. The national marketing strategy will be developed in cooperation with Yemen industry leaders including government, producer organizations, input suppliers, middlemen, wholesalers/exporters retailers and other strategic partners.
- Institutional and Organizational Capacity Building Strategy The strategic plan shall identify a quality assurance plan for the honey trade to institutionalize grades and standards and establish private/public residue monitoring, Q/C and traceability to meet international market access requirements. The capacity development component should include recommendations, training requirements and a timeline for both public institutions and private sector producer organizations. The consultant or institution should recommend models of chain organization based on best practices that will be effective in the Yemeni context.
Required Skills & Qualifications - MA in Agriculture, Value Chain Development, Agribusiness or, similar - Experience working in the honey value chain (production, processing, marketing, etc.) - Experience working with honey value chain actors (producers, processors, private sector, government representation) - Experience developing strategic plans - International experience, preferably in Yemen, the Middle East, or East Africa - Arabic language skills are a plus
