LEI SENIOR SCIENCE & INNOVATION OFFICER British Embassy


The British Embassy is seeking to recruit a permanent, full time, locally engaged Senior Science and Innovation Officer.  The successful candidate is expected to start in February 2013 and will be part of the UK Government’s Global Science and Innovation Network based at FCO posts around the world.  The successful candidate will work to the Regional Manager for Science and Innovation for West Europe and alongside an LEII Science and Innovation Officer, both of whom are based in Paris.
Science and Innovation are at the heart of the UK Government’s strategy for sustainable growth and prosperity. The Senior Science and Innovation Officer will be responsible for supporting the international element of this strategy by leading this agenda in France.  In particular, the officer will help strengthen the UK’s science base and innovation capacity by fostering strategic collaboration between the UK and France in research and innovation. S/he will ensure policymaking is underpinned with a strong evidence base by proactively reporting on science and innovation policy developments in France and responding to requests from colleagues in London.
The Senior Science and Innovation Officer will need to build up a strong network of contacts within government, companies, universities, public research and other organisations both in France and the UK and will work closely with colleagues across the Embassy and in the global Science and Innovation Network. Main responsibilities
  •     Develop, deliver and contribute to a programme of projects, visits, events and other activities aimed at facilitating collaboration in science between France and the UK and enhancing the UK’s innovation capacity.
  •     Monitor developments in science and innovation policies and programmes in France and provide timely and concise reports on key developments to UK government departments and other stakeholders.
  •     Respond to requests from UK stakeholders for concise reports on science & innovation-related policies and programmes in France.
  •     Support Ministerial and senior official visits to France relating to science and innovation.
  •     Develop a wide range of contacts in government, business, universities and public research organisations in the UK and France to support the activities above.
  •     There will be a possibility to take on line-management responsibilities at a later date.
Essential skills and experience
Science & Innovation
  • The successful candidate should have at least a degree-level education and a demonstrable interest in science and innovation issues across a range of sectors.  The successful candidate will have a strong understanding of the potential contribution of science and innovation to economic growth and prosperity.  Relevant experience in industry or of commercialisation of research would be an asset.
  • Delivering results & customer focus
  • The successful candidate will need to demonstrate the drive and the necessary financial, project and resource management skills, including effective management of his/her own time, to achieve real outcomes to meet UK customer needs. Equally s/he will need to be able to respond flexibly as priorities change.
  • Working with others
  • The successful candidate will work as part of the Embassy in Paris and as part of a wider France and European network.  S/he will need to show that s/he can bring together a team to work effectively and supportively on shared objectives to deliver clear results and impact.
  • Strategic Thinking and Problem solving and judgement
  • The successful candidate should be able to identify where the UK would benefit from science and innovation collaboration with France.  To do this, s/he will need to be able to analyse large quantities of information on developments in French and UK science and innovation, draw conclusions and put in place activities to deliver on this.
Communication & Influencing
  • The ability to communicate effectively, persuasively in both French and English is essential. The successful candidate will have the ability to develop and maintain contacts with both UK stakeholders and senior representatives of French industry, government and the scientific community. A language test (in French, English or both, as appropriate) will be required as part of the recruitment process.
Travel
  • The post is Paris-based but will involve regular travel to the UK, elsewhere in France and to the rest of Europe.
Salary
  •  The basic salary will be €3.167 gross per month
