The Access to Finance (A2F) business line includes projects in SME finance, sustainable energy finance, Agri-finance, insurance, microfinance, retail payments, affordable housing finance, sustainable energy and water finance, credit bureaus, collateral registries, and capital markets. The South Asia Enterprise Development Facility (SEDF) aims to create opportunities and improve lives. SEDF is managed by IFC, in partnership with the UK's Department for International Development and the Norwegian Agency for Development Co-operation.

About the Job:
IFC is looking for a Program Manager - Access to Finance, SEDF. S/he will be responsible to lead the A2F team within SEDF covering three countries and 21 projects (as of January 2013).

Tasks and Responsibilities:
- Manage the SEDF A2F team based in Dhaka and Kathmandu, including recruitment, ongoing coaching, and performance management. Currently the team includes six colleagues in Dhaka and one colleague in Kathmandu;
- Participate in the South Asia A2F leadership team that includes product leads working together with the A2F regional business line leader;
- Oversee the design, implementation and monitoring of ongoing SEDF A2F projects in line with IFC’s country and sector strategy and operating procedures;
- Contribute to regional A2F strategy in South Asia and country strategies in SEDF priority countries to maximize IFC’s financial and social returns on investment and advisory;
- Play a catalytic role in developing the pipeline for IFC’s investment and advisory activities across the product lines in access to finance, either as task team leader or overall A2F team lead on specific SEDF projects in the region;
- Ensure quality of portfolio performance by coaching colleagues who implement projects to ensure development impact and liaising with other departments such as M&E, accounting, procurement, and other relevant units in IFC;
- Assist in raising external funding from donors, co-funders to leverage IFC’s own resources.
Qualifications:
- MBA, Master of Finance, Master of Public Policy or other relevant qualification;
- At least 12 years of operational development finance experience internationally in developed and emerging markets, with direct program management experience in SME banking or other key areas of access to finance;
- Recognized leadership in the consulting or development finance communities, particularly in access to finance;
- Self-starter, mature, and flexible attitude; able to work in multicultural, multi-tasking team and deal with conflicting priorities;
- Demonstrated team management and leadership skills including ability to coach, mentor and develop colleagues to deliver high quality results;
- Excellent analytical skills, including ability to evaluate projects and business operations;
- Fluency in English is essential to enable the staff member to produce concise written and oral reports. Fluency in Bengali a plus.
