Consultant - Microfinance Evaluation, Vietnam

In addition to its investment work, IFC provides advisory services to a number of its clients to support them in meeting specific development goals.
Background
The Pacific Microfinance Initiative (PMI or the Program) was developed by AusAID and the IFC, a member of the World Bank Group, to promote innovative ventures to broaden access to basic financial services to the “underserved” people, especially the underserved poor in Timor-Leste, Papua New Guinea (PNG) and the Pacific Islands (The “Pacific region”). This Mid-term Evaluation is initiated to assess the PMI’s progress towards its stated goals and objectives and help IFC to improve the delivery of interventions.
About the Job: 
IFC is looking for a Consultant - Microfinance Evaluation. S/he will review PMI documents, including the program design document, projects’ Implementation Plans, project-related documents including theories of change, assessments, results measurement plans and reports on information gathered to date, supervision reports, and annual reports. The main method of investigation will be key informant interviews with the project implementation team, AUSAID, clients and other stakeholders across all the countries. The Consultant will carry out field investigations with key stakeholders in the two largest markets of PNG and Timor Leste.
Tasks and Responsibilities: 
  • Develop an inception report within maximum 5 work-days, covering the evaluation objectives, the proposed methodology, an evaluation matrix, and a list of interviews with the schedule for the field missions;
  • In schedules include for all external (non-IFC staff) interviews, a summary including: purpose, key questions/areas, data requested, expected duration, interviewees;
  • produce a draft report on a maximum of 5 work-days;
  • Prepare a presentation of the final results of the evaluation;
  • Submit the final report to the donors and IFC by 30 April 2013.
Qualifications: 
  • Expert understanding of commercial microfinance operations, financial institution building, and product development;
  • Experience conducting microfinance market surveys, technical assessments of microfinance capacity building facilities, MFI operations, and client impact evaluations;
  • Experience in evaluating World Bank, CGAP and/or IFC financial inclusion operations desired;
  • Experience in the Pacific region or other small island states;
  • Experience in evaluation methods, data collection and analytical skills;
  • Experience in assessing program monitoring and results measurement systems preferred.
