Project Manager (ETC and IPA-CBC) INTERACT Point Vienna | Austria


The INTERACT Programme
The INTERACT Programme 2007-2013 facilitates the exchange of expertise, experience and good practice within the European Territorial Cooperation (ETC) Objective. It has a wide geographic scope covering 27 EU Member States and neighbouring countries. INTERACT is co-financed by the European Regional Development Fund (ERDF) and national contributions by participating countries. For futher information see www.interact-eu.net.
INTERACT Point Vienna (hereafter referred to as “IP Vienna”) is part of the implementation structure of the INTERACT Programme and provides services in particular to territorial cooperation actors in Central and South-eastern Europe, covering 11 EU Member States, 7 Accession countries and 28 cooperation programmes. Services offered are individual advisory services, training opportunities, management tools and information services.
INTERACT Point Vienna is implemented by the City of Vienna, Municipal Department 27 - European Affairs. Employer of the INTERACT Point Vienna staff is the EU-Förderagentur GmbH on behalf of the City of Vienna.
Position
The Project Manager will support the implementation of ETC and IPA-CBC programmes and facilitate the exchange of expertise and good practices by providing a variety of services to the Programme Authorities and other stakeholders. In particular, he/she will develop learning/networking events, targeted advisory services, thematic studies and analyses.
Key tasks include:
  •  Assessing the needs of INTERACT stakeholders
  •  Content development for INTERACT products
  •  Event organisation, delivery (incl. moderation) and follow-up
  •  Coordination with involved stakeholders
  •  Promoting Territorial Cooperation to external stakeholders
  •  Liaising with European Institutions and other stakeholders
  •  Dissemination of products/services to target groups
  •  Responding to requests for information/support
  •  Contributing to the development of the general strategy of INTERACT
Requirements
  •  Graduate or post-graduate university degree in any field of relevance to the mentioned tasks
  •  At least three years work experience in territorial cooperation programmes or projects between Member States and/or EU Candidate and Potential Candidate Countries.
  •  Excellent English speaking and writing skills
  •  Knowledge of at least another EU official language or language of a candidate or potential candidate country
  •  Highly computer literate
  •  Solid knowledge of ERDF, ETC and/or IPA-CBC EU regulatory framework (2007-13)
  •  Presentation, facilitation and moderation skills
  •  Writing skills (reporting, drafting concepts and studies)
Assets
  •  General knowledge on draft EU regulatory framework for programming period 2014-2020 related to territorial cooperation and draft IPA II regulatory framework 2014-2020
  •  Work experience in territorial cooperation programme Managing Authority or Joint Technical Secretariat
  •  Knowledge of Central or South East European language
  •  Knowledge/work experience in following themes:
  o    EGTC
  o    Programming
  o    Programme closure
  o    Programme/project monitoring and evaluation
  o    Project assessment and selection
  o    Monitoring, capitalisation on projects results
  o    Macro-regional strategies, in particular EU Strategy for the Danube Region
Personal skills:
  •  Ability to work in a multi-cultural environment
  •  Networking and communication skills
  •  Strong team work skills
  •  Willingness to travel frequently
  •  Interest in new learning experiences
 
Terms and conditions for employment / contracting period
  •  The EU-Förderagentur GmbH, on behalf of City of Vienna MA 27, will offer the successful candidate an employment contract under Austrian labour law.
  •  Starting date as soon as possible, on agreement with the selected candidate.
  •  A one year contract will be offered with one month probation period and possibility to be prolonged.
  •  This is a full-time equivalent position.
  •  The position is based in Vienna.
  •  Annual gross salary offered: approximately 51.000 EUR depending on qualification of the candidate, an additional extra-hours lump sum can be agreed.
