Senior Program Officer, Reducing Stockouts Reproductive Health Supplies Coalition | Brussels

The Reproductive Health Supplies Coalition is a global partnership of more than 200 public, private, and non-governmental organizations dedicated to ensuring that all people in low and middle-income countries can choose, obtain, and use affordable, high-quality supplies and related services to ensure their better reproductive health. Our Brussels-based Secretariat is staffed and managed by PATH, an international, nonprofit organization that helps communities around the world break longstanding cycles of poor health. The Secretariat also includes staff based in PATH's offices in Washington DC and Seattle.
The Coalition Secretariat is seeking a Senior Program Officer to lead a new innovative initiative aimed at to reducing the stockouts of contraceptive supplies that routinely undermine the delivery of family planning services. A central feature of this initiative will be its comprehensive approach to stockouts, which will draw on the combined strengths of advocates, researchers, supply-chain experts, international organizations, donors, and policymakers.  The incumbent of this post will help define the scope of the new stockouts initiative, manage its implementation and provide technical guidance and support to the RHSC and its membership. 
Key responsibilities:
  • Lead, shape, and oversee implementation of a new initiative to reduce stockouts.
  • Coordinate across and manage a technically and geographically diverse team to achieve initiative objectives.
  • Work with key stakeholders to develop a consensus definition of stockouts and ensure that the new definition is employed by key partners.
  • Oversee and guide development of an evidence base on impact of contraceptive stockouts.
  • Oversee the development of an advocacy strategy encompassing both global and country level targets with measurable policy and operational outcomes.
  • Develop and manage complex country-level pilot initiatives to reduce stockouts in up to four focus countries, working with a range of local and global partners.
  • Formulate requests for proposals (RFP) that will define the engagement of partners in country-level pilot initiatives.
  • Provide technical oversight to subgrants.
  • Serve as a technical resource and thought leader within the RHSC on innovative approaches for reducing stockouts. In conjunction with the RHSC’s M&E officer, track, document and disseminate findings through stockout-specific evidence and policy workshops, and to inform estimations of true product demand.
 
Required Skills
  • Proven track-record of interacting with international agencies, host country partners and a broad spectrum of technical-support agencies.
  • Expertise with health systems in low-income countries, including family planning service delivery, supply chain management, and the key factors underpinning stockouts at the service delivery level.
  • Familiarity with advocacy strategies and approaches Proven ability to coordinate multi-partner initiatives, manage sub-agreements, and provide technical assistance to partners from low-income countries.
  • Proven ability to work effectively at both the global and national levels.
  • Willingness to work with and through members to achieve results.
  • Strong interpersonal skills and organizational skills: a proven team player
  • Willingness to travel domestically and internationally up to 25 percent
 
Required Experience
Master’s degree in public health or related field plus a minimum of 10 years relevant work experience. At least 2 years’ experience working with family planning programs or health interventions in low-income countries. Excellent English language skills, both written and spoken, and strong presentation skills.  French language skills a clear asset.
