Project Description:
 
The Region XI and XII T/TA and Collaboration Center (Center) is part of two larger, comprehensive OHS systems: the OHS T/TA system and the OHS Collaboration system. The Center includes two distinct divisions-Regions XI, serving American Indian and Alaska Native populations, and Region XII, serving Migrant and Seasonal Workers. The Center will provide technical assistance and training to Head Start Grantees in Region XI and Region XII.
 
Position Description:
 
The Project Manager I/Early Childhood Early (ECE) Specialist provides technical assistance and training to Head Start Grantees in areas related to school readiness, training and career needs of Grantee staff, and collaboration activities.  The Project Manager I/ECE Specialist will:
 
  • Assist Grantees to develop the procedures and skills required to gather, aggregate and analyze data obtained through their ongoing child assessment process for the purpose of informing teaching, curriculum implementation, reports for parents, staff development and training, and program improvement.
  • Assist Grantees with the selection and implementation of a developmentally, culturally, and linguistically appropriate curriculum inclusive of the domains on the Head Start Child
  • Development and Early Learning Framework and Head Start Program Performance Standards.
  • Assist Grantees to develop and implement effective mentoring and coaching strategies designed to improve the quality of teacher performance, classroom quality, and outcomes for children as well as strategies to engage families in their children's educational outcomes and promote successful home-school partnerships.
  • Assist Grantees with concerns identified through monitoring, risk management meetings or analysis of other data. This may include work related to disabilities, health, nutrition, dental health or mental health.
  • Incorporate other tasks specific to early childhood education reflective of evolving national priorities as presented by the OHS and the National Centers.
  • Re training and career needs of grantee staff:
  • Assist Grantees with the development of T/TA plans on topics related to professional development and credential needs of program staff.
  • Work closely with the Collaboration Director, National Centers, Grantees, tribes, and State organizations to identify and disseminate information about education and family support programs that increase the number of education and family engagement staff with the appropriate degrees and certificates, as required by the Head Start Act. The education programs identified should include online opportunities.
  • Expand training activities beyond Head Start agencies to include Child Care and other providers of early childhood development, as resources permit.
  • Work closely with State T/TA Centers, Collaboration Directors, State Advisory Councils, and other stakeholders on initiatives specific to early childhood education. This may include close work with colleagues in the State T/TA Centers regarding their work with Quality Rating Systems and State Early Learning Standards.
  • Collaborate with entities involved in tribal, state and local planning to better meet the needs of low-income children from birth to school entry, and their families.
  • Travel, nationally, as requested by the Project Director and T/TA Manager, and as needed,  to ensure quality contract performance and to have additional contact for T/TA purposes with  Grantees and remotely-based staff
  • Other job related duties as assigned.
 
 
Minimum Requirements: 
 
  • A minimum of a BA or BS Degree in Early Childhood Education, with a preference for a Master's degree;
  • A minimum of 5 years experience in programs serving young children is required.
  • Theoretical knowledge of child development required.
  • Experience working with American Indian Alaska Native tribes preferred
  • Demonstrated experience conceptualizing and conducting extensive and intensive T/T A that is grounded in theory;
  • Demonstrated experience working with both education managers and teachers;
  • Proven experience in providing T/T A that translates theory to practice.
