Regional Program Officer Equal Access International


Equal Access International is a development communications NGO headquartered in San Francisco with country offices and large-scale programs in Afghanistan, Nepal, Chad, Niger, Burkina Faso, Pakistan and Yemen and project activities in Cambodia. A communications for social change organization which combines the power of media with grassroots community mobilization, Equal Access creates customized communications strategies and outreach solutions that address the most critical challenges affecting people in the developing world such as women and girls empowerment, economic development, youth life-skills and livelihoods, education, human rights, health, conflict mitigation, and democracy and governance. With over 100 staff worldwide and more than ten years implementing innovative media and social change projects in challenging and remote locations, we seek a San Francisco-based Regional Program Officer to support our field programs and the achievement of our Mission.
 The Regional Program Officer is responsible for the management of regional field programs based in the Middle East and/or Asia by managing field-based teams, and general financial and program oversight. The Regional Program Officer reports to the Director of Programs and will supervise field based Country Directors and an HQ based Program Associate or Intern if budgets allow. S/he is responsible for ensuring compliance with donor rules and regulations; management of all aspects of activity delivery and budget management; travel, procurement and compliance documentation; delivery of high quality quarterly reports and other reporting/M&E requirements; information management; and to support human resource administration.
 The Regional Program Officer will also be expected to contribute to new proposal development, including drafting and budgeting, and to produce communications for publication about project activities. This position is an ideal fit for a hard working, detail oriented and highly motivated candidate with a clear interest in media and/or international development. The ability to establish rapport and achieve goals with a range of internal and external parties is vital. Approximately 25% international travel is required in this position, sometimes in demanding physical or security situations.  



Qualifications


Our ideal candidate has the following attributes:
  • A relevant university degree, preferably at a Master’s level in an international development, non-profit management, or media related specialty (or an equivalent combination of education and experience).
  • At least four years experience working post-university, in an international development or media context.
  • At least two years experience working on US Government grant or contract implementation (home office or field) and an ability to demonstrate detailed knowledge of US Government regulations during the applicant review process.
  • At least one year experience working in-country in the developing world (or a demonstrated ability to work in a developing world setting through extensive travel or field work).
  • Ability to identify needs, take initiative and work independently as required.
  • Strong attention to detail and ability to meet deadlines.
  • The right to live and work in the United States.

The following are advantageous:
  • Familiarity with USAID rules and regulations including the Code of Federal Regulations (22 CFR), Federal Acquisition Regulations (FARs) and USAID’s Acquisition Regulations (AIDAR).
  • Working ability to communicate in Dari / Persian, Arabic, Nepali, Pashto or Urdu.
  • Experience with monitoring and evaluation, work planning, donor reporting and marking and branding.
  • Experience administering sub-grants or sub-contracts.
  • Professional experience in a field or headquarters office of an INGO.
  • Experience as a journalist or in media production.
  • Experience with social media and mobile platforms such as Frontline SMS.
  • Experience in formal reporting or evaluation of development projects.
