Organizational Setting:
The post is located in the Resource Mobilization Branch, IERD. The RM Adviser will work under the supervision of the Chief of the Resource Mobilization Branch, who will act as focal point for the portfolio of major donors and contribute to the campaign for broadening UNFPA donor base for resources.
Major Activities
Under the supervision of the Chief of the Resource Mobilization Branch, (IERD), the main function of the incumbent is to be a focal point for (a) the portfolio of major donors and (b) contribute to the campaign for broadening UNFPA donor base in regular resources. More specifically, the incumbent is expected to be:
• Focal point for general donor relations and partnership-building vis-à-vis set of major donors, as assigned by the Chief of Resource Mobilization Branch (RMB), with regard to funding of UNFPA. • Responsible for strategy development and fundraising from assigned donors. • Analyze and research donor country behavior and strategic documents, with an objective to identify and secure funding particularly from new sources • Conduct and support fundraising from assigned donors. • Develop specific fundraising strategies and approaches. • Maintain close relation with representatives of above donors (Permanent Missions to UN and capitals). • Participate in donor consultations • Responsible for management of co-financing portfolios, including negotiating partnerships and funding agreements with donors • Advise and guide budget holders on resource mobilization and management
• Provide advice on donor policies and strategies and prepare briefings for senior management. • Take an active role in securing commitments and contributions from donors based on decisions in Capitals and Permanent Missions. • Provide donor information regarding funding trends and prepare contributions revenue reports for UNFPA. • Takes the lead to ensure RMB inputs into revisions/updates of policy documents, programme, operational and financial guidelines, regulations and rules. • Represent RMB in briefings to external and internal auditors and ensures timely provision of relevant information • Conduct training workshops and other capacity-building events for UNFPA staff • Ensure relevant sections of the RM toolkit contain useful, relevant and updated information • Represent RMB in internally and externally-led exercises as determined by the RMB Chief. • Carry out any other duties as may be required by the Branch Chief.

• Donor strategies developed and updated on a regular basis • Maintain and broaden when possible the donor base • Funding from donors secured • Quality control in terms of guidance to budget holders, systems and procedures maintained • Senior management kept informed and prepared of major donor development s • Budget holders received the necessary timely and quality guidance on RM issues. • Audit recommendations, if any, timely closed

Job Requirements:
• Advanced university degree in International Development, International Law, Public Administration, Management, Business Administration. • 10 years of progressively relevant experience in resource mobilization with International Development Cooperation, bilaterals, etc. • Familiarity with UNFPA/UN country operations and procedures an asset • Excellent communication skills in English both written and verbal, and fluency in French or Spanish, including excellent drafting skills.
