Organizational Context:

Under the supervision of the Director of the Bureau, the incumbent supports the management of the Bureau and contributes to the overall direction and oversight of its work and activities. The incumbent further advises on, and contributes to the planning and execution of the Organization's technical assistance program in Africa. The work will be guided by the goal to facilitate the use of the intellectual property (IP) system for development (Strategic Goal III).

Main duties: 

The incumbent carries out the following principal duties:

Management support
(a) support the preparation of the Bureau's work plan and budget, set performance indicators and standards in collaboration with the Director of the Bureau;
(b) monitor the implementation of the budget and work plan and prepare program performance reports and strategic plans;
(c) encourage communication and teamwork within the Bureau and across the Organization and ensure that the Bureau's staff members are provided with sufficient information, guidance and support to perform their tasks and deliver results.
- Operational support
(d) support the staff of the Bureau in identifying and analyzing the needs of countries or groups of countries in relation to the modernization of their IP systems and the integration of IP into national development policies or strategies;
(e) oversee the design and implementation of country plans, development projects and programs and advise the authorities of countries in the region on the elaboration of national and institutional IP policies, plans and strategies and initiate and monitor IP development projects implementation in line with the WIPO Development Agenda;
(f) prepare agreements, studies, reports, guides and working documents related to the cooperation for development activities; 
(g) initiate, develop and maintain contacts with public and private sector organizations in Africa as well as with United Nations Agencies, donor institutions and other technical cooperation partners;
(h) identify, develop and initiate measures to strengthen cooperation in the field of IP among African countries and with other intergovernmental and non-governmental organizations (NGOs);
(i) plan, organize and lead seminars, training courses, workshops etc. on IP, including preparation of documents and delivery of lectures; 
(j) represent the Organization at meetings and conferences; 
(k) perform any other duties in the area of competence as required.

REQUIRED QUALIFICATIONS

Education:

Essential:
• Advanced university degree in economics, international relations, development studies or related discipline.

Experience: 

Essential:
• At least twelve years of relevant professional experience of which at least six years must have been gained in the field of technical assistance, capacity building or development in the UN system.
• Experience with and knowledge of the social, economic and legal systems of the countries in the region.
• Experience of working in the field of IP.
• Experience with managing or supervising staff.

Desirable:
• Experience with and understanding of Results-Based Management.

Skills: 

Essential:
• Excellent analytical, program and project management skills.
• Excellent communication, presentation and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
• Confident user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

Desirable:
• Knowledge of capacity building related to IP in Africa.
• Qualifications in the field of IP.

Languages: 

Essential:
• Excellent knowledge of English or French with a good working knowledge of the other.

Desirable:
• Knowledge of other UN languages.

Annual salary: (Net of tax)
80,734 USD 
86,904 USD (with primary dependants)
Additional Information: 

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.

Additional testing/interviewing may be used as a form of screening.
