Eligibility:
Qualifications:

Essential
: Master’s degree or equivalent in finance, business or public administration.

Desirable: Finance or accounting specialization (professional qualification such as a Chartered Accountant, Certified Public Accountant, Administration)

Experience:

Essential: 

•    6 to 8 years of demonstrated progressive experience in financial analysis and decision-making with multilateral aid agency, and/or government department, minimum 2 years of which obtained preferably with the GFATM grant at PR level 
•    Experience in financial, regulatory, and grant-making or contracting processes;
•    Demonstrated experience of having to make budgetary decisions or approvals;
•    Demonstrated experience of GFATM grant budget review and renewal processes; 
•    Experience of supervising a team and having to make decisions around performance management within a finance team
•    Capacity building of the finance team on financial aspects of the GFATM grant 
Desirable:
•    Grants and project management experience, preferably in the health, social or financing sector would be an advantage 
•    Negotiation Skills; as the job would involve grant negotiation with other Beneficiaries
•    Experience of working within an international or regional sphere of activity

•    An excellent knowledge of English is required and a good working knowledge of one of the following languages (Tetum, Bahasa and Portuguese) is strongly preferred.

Organisation:
The Ministry of Health (MoH) of Timor-Leste is the principal recipient of the Global Fund (GF) grant agreements for HIV/AIDS, TB and Malaria programs.
The Global Fund supported HIV/AIDS, TB & Malaria programs are managed and implemented by the Department of Communicable Disease Control under the Directorate of Community Health of the Ministry of Health. A Division of Global Fund under the newly created Directorate of External Funded Programs and Department of Partnership Management (DPM) provides supportive services for managing contracts and grants as well as administrative and facilitative services in the following areas so that the Ministry can comply with all requirements and timely implementation of the grants—
•    Manage progress, reporting and compliance of Global Fund Grant Agreements including verification of monitoring and reporting data
•    Facilitate financial management and internal control of Global Fund Grant funded expenditures in cooperation with MoH Directorate of Planning and Finance
•    Facilitate procurement services in cooperation with MoH Directorate of Administration, Procurement, and Logistics
•    Facilitate Human Resources Management Services in cooperation with the MoH Directorate of Human Resources
•    Provide administrative, logistic and other program support services to Global Fund funded national HIV/AIDS, TB and Malaria programs.

The Position: Finance Management Advisor
The Finance Management Adviser (FMA) position has been strategically placed to support the roles of the Division of Global Fund and to achieve the following objectives:
1    Build organizational and institutional capacity within the Ministry of Health for financial management and implementation of Global Fund funded programs National HIV/AIDS, TB and Malaria programs; 
2    Provide advice and facilitation to primary and secondary counterparts of MoH, as and when necessary, for financial management functions in order to ensure that the Principal Recipient meets its contractual obligations under the Global Fund grants.
3    Assist MoH in the development, review and submission of key deliverables and documents under the Global Fund grant funded programs including timely submission of Progress Update and Disbursement Requests, request for continuing funding for Phase 2 and funding proposals for new rounds of Global Fund grants.

Responsibilities:
•    Liaise with all relevant key personnel in the Ministry of Health regarding financial management issues related to Global Fund funded programs;
•    Closely coordinate with the designated national counterparts to ensure all below responsibilities are being undertaken and addressed on a timely manner with focus on sustainable capacity development of the national counterparts for HIV/AIDS, TB and Malaria Grants
o    Review budget and activity requests and Commitment and Payment Vouchers (CPVs) to ensure correct budget code and cost category and completeness and correctness of documents for release of funding as advance.
o    Keep a track of all advances made and follow up for their timely reconciliation with proper documentation and deposit of balance.
o    Review expenditure from the petty cash and conduct monthly petty cash count and reconciliation.
o    Conduct monthly bank reconciliation with income, expenditure and bank statements.
o    Quality check and supervise entry to and maintenance of MYOB system by the Finance Officers
o    Keep regular hard copy and electronic back up of the MYOB systems for HIV/AIDS, TB and Malaria Grants
o    Follow up timely implementation of recommendations from the Local Fund Agent (LFA) and Global Fund in terms of financial management issues of Global Fund Grants.
•    Produce periodical statement of use of funds, budget and expenditure forecasts, financial and enhanced financial reports and other descriptive and analytical financial reports as required for the management of Global Fund funded programs.
•    Maintain disbursement portfolios for sub recipients and conduct periodical verification of sub recipient Progress Update and Disbursement Requests (PUDR) and statement of use of funds.
•    Conduct sub recipient capacity assessment for financial management to identify risks and recommend for possible solutions.
•    Support HIV/AIDS, TB and Malaria programs in budget review, preparation and revisions.
•    Design, develop and provide training to Senior Finance Officer, Finance Officers, District Finance Officers and Sub Recipient Finance Officers and other staff on financial management, book keeping, documentation and reporting.
•    Support Ministry of Health in organizing annual external audit of Global Fund funded programs and facing Global Fund Local Fund Agent and external auditors with necessary clearance, compliance and follow up activities.
•    Assist MoH in developing, harmonizing and following necessary policy and procedure guidelines related to financial management, asset management and payroll management.
•    Participate in relevant key meetings with MoH Departments, the Global Fund Division of the DPM, and other agencies as required in respect of HIV/AIDS, TB and Malaria activities.
•    Assist MoH in strengthening internal control and setting up an internal auditing system primarily in regards to financial management of Global Fund Grants.
•    Assist in organizing and strengthening documents and assets management systems for Global Fund funded programs.
•    Advise on and undertake any other activities as required for fulfilling the objectives of the Finance Management Adviser position.
•    Any other responsibility that may be assigned by the Grant Administrator/National Manager.

Capacity Building and Reporting:
The consultant has to follow the Program Capacity Assessment and Capacity Development Guidance of the Ministry of Health and undertake the followings—
•    Within two months of the commencement of the contract, the consultant has to conduct a baseline assessment of the key counterparts/situation and submit to the Division of Global Fund a Performance and Counterpart Capacity Development Plan with clear six monthly deliverables by the FMA.
•    Within 30 days of completion of every six months, the consultant has to submit to the Division of Global Fund a Six Monthly Progress Report with updates on the deliverables, counterpart capacity development. 
•    Within 30 days of completion of the contract, the consultant has to submit to the Division of Global Fund an End of Contract Report with updates on the deliverables, counterpart capacity development, lessons learned and recommendations.
