Senior Government Advisor and Satellite Office Director , Myanmar

Background:
Capitalizing on the current window of opportunity to help Burma’s people shape a more peaceful, prosperous, and democratic country that respects the rights of all of its citizens, the U.S. Government has committed to supporting the transition on an action-for-action basis. As part of this commitment, USAID’s Office of Transition Initiatives (USAID/OTI) has launched a new program in Burma. USAID/OTI will work with civil society, the GoB and other stakeholders to foster more participatory and inclusive reform and peace processes.
Purpose:
The Government Advisor for OTI/Burma will serve two primary roles for the program. First, the GA will be a senior liaison between the program and the Government of Myanmar in Naypyitaw. The GA will be responsible to develop a network of government contacts in support of the program, provide daily technical assistance to government officials on ways to improve institutional capacity in support of the transition to democracy, and ensure regular reporting and coordination with OTI and the U.S. Embassy in Rangoon. Second, under the supervision of the Chief of Party, the Government Advisor will be responsible for overseeing the development, design and implementation of program activities from a Satellite Program Delivery Office. Communication and coordination with the OTI/Burma Chief of Party and USAID/OTI Country Representative will be imperative.
Responsibilities – The Senior Government Advisor is responsible for:
• Under the supervision of the Chief of Party, and in close coordination with the USAID/OTI Country Representative and consistent with emerging USG policy, identifying potential impediments to the transition process and developing program ideas to further momentum for national-level political reform. • Identifying local partners and reform agents in civil society and the government who can help promulgate a consultative national political reform agenda. • Leading discussions with senior government officials on needs critical to the reform process and identifying ways OTI can address these needs through technical assistance and grants. • Work in close consultation with government officials to identify and prioritize areas of capacity building and technical support for senior government officials. • Identify grant activities and develop scopes of work for technical assistance in support of capacity building initiatives for government officials, and other regional initiatives. • Overall management, oversight, and reporting on Satellite Program Delivery Office activities, and supervision of Satellite Program Delivery Office program staff assigned to fully develop and deliver grant and technical assistance in Naypyitaw and the surrounding region. • Ensuring compliance with all requirements for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and activity closing.
Qualifications: • At least 15 years of experience, including 10 years working on complex, high-speed and challenging field operations in developing countries, and at least 5 years experience in senior level positions liaising with government officials.
• Demonstrated experience managing large, multi-stakeholder political reform and governance programs on the rule of law, legal and constitutional reform, parliamentary strengthening, and/or public administration reform.
• Relevant work experience, including experience with a Contractor or international NGO managing an office or program.
• Strong familiarity with Burma/Myanmar and its history, the current democratic transition, and regional/local cultural context.
• Experience working in developing countries is required, preferably in a fragile or transitional state environment. Experience with previous Asian or Southeast Asian countries undergoing transition strongly preferred.
• Experience in engaging and establishing constructive professional relationships with senior host country government officials as well as working-level technical officials within relevant line ministries.
• Experience with designing technical assistance and capacity building activities to host country government officials in complex, rapidly changing and bureaucratically challenging environments, and experience supervising and overseeing technical advisors.
• Experience with grant management, preferably in-kind and small grants.
• Financial management experience, including budgeting and financial management (tracking, reporting and accounting).
• Experience with activity design, development, and implementation with a focus on governance and political reform.
Supervisory Relationships:
• The Chief of Party supervises the Government Advisor for day-to-day management and technical performance purposes.
Base of Operations:
The OTI/Burma program is currently working with U.S. and Burmese officials to develop a pathway to permanently basing the Government Advisor in Naypyitaw
• Initially based in Rangoon, Burma with extensive travel to Naypyitaw and other locations as required
• Candidate must be willing to be based in Naypyitaw, when the establishment of the Satellite Program Delivery Office is appropriate and has all necessary approvals.
• Candidate should be aware Naypyitaw offers limited long term accommodation opportunities (potentially hotel accommodation) and has no international school or hospital facilities.
