MSF Health Information System Mobile Implementation Officer


BACKGROUND
The Medical Department (MED) provides technical support on medical issues and strategic guidance for the operations of MSF’s Operational Center of Brussels (OCB). The department is composed of advisors in various fields, among them health informatics. The medical department’s health informatics support to operations facilitates the collection and analysis of data for project monitoring and epidemiologic surveillance.
The Medical Information Network for Operational Support (MINOS) is a custom software application developed by the in-house Information Technology and Information Services (IT/IS) Unit: It manages the medical data from our field operations. It collects data in the field and automates production of trends of standard medical indicators.
Though MINOS is currently in use in several OCB field projects, the medical department and operations have foreseen its use across all OCB operations. Effective use of MINOS requires that it be properly installed in each project and mission capital, that it is set up to meet the specific needs of each project, and that field staff are capable of using it to manage their projects.
OBJECTIVES OF THE POSITION
The Mobile Implementation Officer (MIO) will carry out field visits to the missions where MINOS has not yet been implemented to install the software, determine the project’s monitoring and surveillance needs, and customize the installation to meet these. The MIO will also initiate the change management strategy for MINOS in the mission: train the field staff in the use of the software and ensure that an ongoing briefing process is put in place to allow for the use of the software by future field staff. After departure the MIO will continue to be the first line of support for the mission to assist with any problems encountered. Rarely, the MIO may also be called upon to revisit missions where MINOS has been implemented when needed – e.g. significant change in projects or services that require extensive re-customization of the software, utilization problems that cannot be resolved at a distance.
JOB PROFILE
• Provide direct technical assistance and support to the teams in the field through short-term and medium-term field intervention
o Assess the needs, opportunities and difficulties regarding routine medical data (collection, storage, transmission, analysis) in the medical services.
o Ensure the customization and implementation of the MINOS software package both at project and coordination level.
o Provide training and coaching of the persons involved with medical data (Data Entry Clerk, Medical Focal point, Midwife, Clinical Officer, Medical Coordinator, etc.)
• In between field visits:
o Provide post-intervention follow-up support to the field
o Assist in updating and adapting the existing tools
o Contribute to the development of the user guide
o Assist with the translation of the tool and relevant manuals, documentation
o Brief expatriates leaving for the field who will use MINOS
o Shares experience with relevant people (medical meetings, operation meetings, etc.)
CANDIDATE PROFILE
• Nurse / Doctor / Medical Officer
• Postgraduate in Public Health is desirable
• English and French speaking person
• Experience with Health Databases and Information Systems
• Field experience in developing countries is essential, preferentially, but not exclusively, with MSF
• Willingness, enthusiasm, and availability to travel to and work in different field settings
• Experience in training is a significant asset
• Good communication skills, team spirit
CONDITIONS
• Field position, 1 year
• Full time position based in Brussels, 70% of the time spent abroad
• Salary according to MSF-OCB Field salary scale
• Works under the Public Health referent supervision
• Reports to the MINOS project manager
• Starting date: 2 April 2013
