Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Division of Operations C is responsible for safeguards in 49 States in Central Asia, Eastern and Western Europe, many of which have advanced and complex nuclear activities. Additionally, most of these States have an additional protocol (AP) to their safeguards agreement in force. This situation results in a dynamic and challenging environment with added management complexity. The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion. |
Main Purpose |
Reporting to the Section Head and to the Senior Inspector for State Level Coordination, the State Level Assistant (SLA) prepares and processes documentation related to the implementation of safeguards at the State level, which primarily entails state evaluation and the implementation of the Additional Protocol. This includes providing support in preparing and processing of State Evaluation Reports (SER). |
Working Relationships |
The State Level Assistant provides, clarifies or relays information while working closely with all inspection staff of the Section and Division. Information exchanged includes the coordinating of meetings, gathering information and documents, and reminding officers of deadlines. She/he exchanges and clarifies complex information with officials outside the Division particularly with the Division of Information Management (SGIM), and also outside the Department, during the preparation of SERs. She/he provides guidance and explanation of office procedures and working methods to other support staff. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance. |
