Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Operations C is responsible for safeguards in 49 States in Central Asia, Eastern and Western Europe, many of which have advanced and complex nuclear activities. Additionally, most of these States have an additional protocol (AP) to their safeguards agreement in force. This situation results in a dynamic and challenging environment with added management complexity.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.

Main Purpose

Reporting to the Section Head and to the Senior Inspector for State Level Coordination, the State Level Assistant (SLA) prepares and processes documentation related to the implementation of safeguards at the State level, which primarily entails state evaluation and the implementation of the Additional Protocol. This includes providing support in preparing and processing of State Evaluation Reports (SER).

Working Relationships

The State Level Assistant provides, clarifies or relays information while working closely with all inspection staff of the Section and Division. Information exchanged includes the coordinating of meetings, gathering information and documents, and reminding officers of deadlines. She/he exchanges and clarifies complex information with officials outside the Division particularly with the Division of Information Management (SGIM), and also outside the Department, during the preparation of SERs. She/he provides guidance and explanation of office procedures and working methods to other support staff.

Functions / Key Results Expected

  • Act as a focal point for all steps in the production process of State Evaluation Reports.
  • Track complementary access and reporting activities, providing an overview to the SIS and bringing urgent and outstanding issues to the fore.
  • Maintain and comprehensively monitor that all recommendations of Departmental information review committees are followed and that all information for the purpose of State evaluation and reporting is available and made use of as required.
  • Compile information relevant to the State Evaluation Process from various sources, ensuring the completeness and correctness of this information to the maximum extent possible.
  • Assist the Senior Inspector for State Level Coordination and the Country Officers in drafting and processing the State level Safeguards Approaches and Annual Implementation Plans (AIPs). Additionally, monitor the follow-up actions for resolution of issues identified by SIC and SIS-C and other activities including Complementary Access documentation and correspondence.
  • Manage all routine and non-routine correspondence related to Additional Protocol and Complementary access, assuring timely issuance of correspondence.
  • Provide required support and/or backup to other State Level Assistants or Implementation Assistants as instructed by the Section Head and/or the Senior Inspector.

Knowledge, Skills and Abilities

  • High level of understanding of the importance of confidentiality and when caution should be exercised.
  • Conversant with the protocols involved with handling politically sensitive or classified documents.
  • Familiarity with the treatment of safeguards confidential and sensitive information.
  • Knowledge of safeguards concepts, procedures and nuclear material accountancy.
  • Strong drafting and reviewing skills.
  • Communication skills: Ability to convey verbal information effectively and to draft correspondence and correct documents in accordance with established standards and requirements.
  • Interpersonal skills: Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to work effectively as a team member in a multicultural environment and to establish and maintain a range of contacts and deal appropriately with counterparts.
  • Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, adapt to constantly changing demands and multitask. Ability to manage a heavy workload under time pressure.
  • Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of six years of relevant working experience, preferably in the field of nuclear safeguards concepts and practices.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language Skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
