Consultant for providing two trainings on preventive healthcare in prison and its importance to public health

Specific tasks to be performed by the incumbent:
The consultant will be responsible for undertaking the following duties:
•Preparation of an outline for the two trainings as requested in the scope of work. •Conduct and deliver two adjacent trainings for 8 days including a specialized training course for (25) selected Military Medical Services (MMS) officers, and the other general training will be for (20) officers from CRCD. •Preparation of a final report which will be submitted to both the General Director of CRCD and the project coordinator / OiC at UNODC East Jerusalem.
Duration: 10 days Target group: •(25) Selected Military Medical Services(MMS) officers; •(20) Selected officers from CRCD as explained above.
Content: training on preventive healthcare in prison and its importance to public health (including hunger strikes) and transmissible diseases and harm reduction strategies to MMS and CRCD health care staff.
Purpose: Building the capacity of the MMS and CRCD officers in health care issues and skills and increasing the quality of health conditions in the Correction and Rehabilitation Centers.
  1. SCOPE OF WORK:
The IC holder will carry out the assignment as per following agenda: •One day for preparation and travel; •Four days (24-27 June 2013) for the delivery of the specialized training course for (25) selected Military Medical Services (MMS) officer. •Four days (30 June -3 July 2013) for the delivery of the general training for (20) selected officers from CRCD. •One day for report and travel. Organize two subsequent workshops on the Preventive healthcare and prevention and care of blood-borne diseases including hepatitis and HIV/AIDS focusing on: •The importance of public health in prison. •The overcrowding, bad ventilation and lack of natural light, which poses a big risk for airborne infectious diseases, and other diseases like influenza. •Transmissible diseases including hepatitis and HIV/AIDS •Drug addiction and harm reduction strategies •Hunger strikes in prison •Vulnerable prisoners •Group discussion: Suggestions for improving health care for inmates
  1. Expected tangible and measurable output(s):
•Training plan available. •45 trained MMS and prison officers and able to use the skills they gained. •CRCD and UNODC regularly and extensively briefed about progress made through submission of relevant reports. •Strengthening a gender perspective in the planning and implementation of health care activities;
  1. DELIVERABLES:
-Provision and completion of 8 days training on preventive healthcare in prison and transmissible diseases and harm reduction to MMS and CRCD health care staff for the duration from 24 June to 3 July 2013.
-Submission of completed training report including recommendations one week after completion of the training on10 July 2013.  
6.PAYMENT TERMS: Payments are based upon output, i.e. upon delivery of the services specified in the TOR:

All reports or correspondents should be addressed to the project officer who is in charge for any approval required and all payments will be issued upon certification of UNODC ROMENA.
7.REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
Academic Qualifications: •A Degree in General Medicine (MD), with experience in preventive medicine or infection diseases.
Years of experience: •At least seven (7) years of relevant professional experience in preparing and delivering trainings in above mentioned topics are required to undertake this consultancy. •Specialized knowledge in prison reform (10 points)
Competencies: •Excellent training skills; •Ability to meet deadlines and prioritize multiple tasks. •Up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures is an asset. •Excellent writing, editing, and oral communication skills in English are required. Knowledge of Arabic would be an advantage. •Computer literacy.
