JDG Associates, Ltd. has been retained by The American International Health Alliance (AIHA) to find a Director, HIV/AIDS Twinning Center Program. AIHA is a nonprofit organization working to advance global health by helping communities and nations with limited resources build sustainable institutional and human resource capacity. A global leader in addressing health issues through volunteer-driven, peer-to-peer, institutional “twinning” partnerships and other programs, AIHA provides technical assistance using the knowledge and skills of experienced physicians, nurses, administrators, educators, allied health professionals, and civic leaders. Their programs address critical health system strengthening issues related to HIV/AIDS and other infectious diseases, maternal and child health, primary care, emergency and disaster preparedness, and health professions education and development. AIHA operates under various cooperative agreements and grants from US and international donor agencies.
 
Role:
The HIV/AIDS Twinning Center Program, a complex, multi-year and multi-million dollar PEPFAR-supported program that creates peer-to-peer relationships between organizations working to improve services for people living with or affected by HIV/AIDS. These twinning partnerships build sustainable institutional and human-resource capacity to strengthen health systems by establishing an effective framework for the open exchange of knowledge, information, and professional experience. The programs are funded through a cooperative agreement with the US Department of Health and Human Services, Health Resources and Services Administration (HRSA). Currently, the Twinning Center manages partnerships and initiatives in 11 countries, 10 of which are situated in Sub-Saharan Africa.
 
Summary of Primary Duties:
Reporting to the Executive Director, the Director is responsible for developing, implementing, and assessing programmatic strategies and interfacing with project funding sources, US government teams in the field, national ministries of health, “north” and “south” institutional sub-grantees, and representatives from other constituencies with which the project collaborates and coordinates. As a member of the AIHA senior management team, the Director plays a significant leadership role in the development and implementation of AIHA’s HIV/AIDS-related capacity building and system strengthening strategies and overall twinning methodology. Supervises program staff in the Washington, DC, headquarters as well as in six country field offices.
 
Essential Duties:
• Leads implementation and monitoring of the HIV/AIDS Twinning Center Program to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized in accordance with donor and AIHA policies and procedures.
• Provides Twinning Center team leadership. Effectively supervises assigned staff at headquarters and in the field to achieve project and organizational goals and objectives. Defines and delegates tasks, participates in staffing planning, supports professional development, conducts performance reviews, and motivates staff to improve the quality of work performance, as well as employee satisfaction.
• Provides leadership and technical expertise in HIV/AIDS and related system strengthening and human resource capacity building; identifies developmental opportunities and shapes the strategic direction of the Twinning Center. Organizes and leads related strategic program and project planning and development.
• Actively represents the HIV/AIDS Twinning Center, promoting its programs and methodologies, and contributing to AIHA’s reputation of excellence in system strengthening and development assistance through peer-to-peer, institutional “twinning,” capacity building, and service to target countries.
• Oversees the development and management of project monitoring and evaluation activities ensuring that quality data is available for documenting and reporting successes, strategic decision making and future program development.
• Provides leadership in assessing and improving the twinning methodology and internal work processes to ensure flexibility and responsiveness to the needs of participating grantees and institutional partners, as well as the achievement of programmatic objectives.
• Oversees the establishment and implementation of “twinning” partnerships including solicitation and selection, partner orientation, ongoing support and guidance, approval and monitoring of program workplans and budgets, and evaluation.
• Oversees the planning and implementation of Twinning Center-managed country and regional conferences, workshops, and other activities related to the Twinning Center programs.
• Serves as the senior cost center manager for identified program areas, which includes supervising budget development, monitoring and forecasting costs, and spending analysis to enhance programs and ensure appropriate and effective funds utilization.
• Serves as liaison to the funding agency, other donor agencies, and the general public regarding AIHA’s Twinning Center programs.
 
Requirements/Qualifications:
• Dr.PH, MD, PhD, or Master’s degree and equivalent experience in public health or a related field (HIV/AIDS clinical experience, either domestic or international, a plus. 
• Five plus years relevant international experience in a senior advisory or management role, preferably in Africa successfully managing HIV/AIDS-related programs.
• Five plus years staff management experience, preferably including managing staff in an overseas context.
• Strong technical and advisory experience in HIV/AIDS
• Significant experience in PEPFAR funding from US Government Agencies.
• Ability to establish and build strong internal and external relationships.
• Experience developing multi-million-dollar strategic workplans and budgets.
• Must be able to train and mentor others.
• Ability to present to large and small audiences. 
• Excellent interpersonal communication and cross-cultural skills.
• Must be able to travel approximately 30% of the year.
