DELIVERY OF TRAINING AND CAPACITY BUILDING PROGRAMMES TO RESOURCE PERSONS AND CIVIL SOCIETY ORGANIZATIONS IN WESTERN EQUATORIA STATE, SOUTH SUDAN
INTRODUCTION
Oxfam Novib (ON) is currently implementing an EC funded project, “Promoting Civil Society, Civic Engagement and Good Governance in Western Equatoria”, South Sudan. The project formally started on 24th November 2012 and will last for a duration of 24 months. The goal of the project is to contribute to sustainable development and the reduction of poverty amongst the most marginalized communities in South Sudan through the promotion and support of the role and capacity of Civil Society. This intervention will have two main components: 1) To strengthen the capacity of local society organizations on operational/management skills as well as on community outreach; and 2) To improve access to the most vulnerable groups, especially women and children to equality, social protection and justice and increase enforcement of good governance and basic rights in Western Equatoria State. This program builds on the experience gained and the lessons learnt from the EC – funded Civic Education Programme in South Sudan implemented in 2008 – 2011. The project will strengthen the capacity of 12 CSOs, CSO Network and 13 Resource persons (RPs) to deliver services, provide human rights education and networking skills i.e. lobby/advocacy and ensure establishment of gender desks in target locations. The project field implementation is supported by an ON Project Officer based in Maridi and activities will take place in Yambio, Nzara, East Mundri and Mvolo counties of Western Equatoria State in South Sudan.
This project will be administered with the operational support of a local partner, the Institute for Promotion of Civil Society, IPCS, which will supply office space, logistics, financial and M/E support.
OVERALL GOAL OF THE CONSULTANCY
To incorporate into the project the technical expertise needed to deliver successfully all components of organizational development, human rights education, Good governance and monitoring & evaluation to IPCS, Resource Persons and Civil Society Organizations (CSOs). Ultimately, the project aims at strengthening the internal systems of the target CSOs.
SPECIFIC ASSIGNMENT
To put into practice the technical proposals to be submitted by the consultant to successfully implement the assignment that will include and not limited to the following;
- To provide technical support to IPCS in order to advance the quality and impact of its civic education and human rights programs, while ensuring compliance with the project’s methodology
- To review the ON and IPCS OD training curriculum and revisit the M & E tools used for the previous intervention and adopt the action plan for training of the 13 RPs.
- To build the capacity of ON Project officer and Area Coordinators to carry out technical Monitoring/Evaluation and progress reporting on the performance of IPCS, RPs, CSOs/Network during the project.
- To facilitate the technical networking of project stakeholders, in the selection of seed grants’ and to produce a civic education needs assessment report towards the end the project.
- To identify possibilities for expansion of human rights programs of ON and IPCS in Western Equatoria State and coordinate the preparation and submission of an eventual plan and feasibility study.
METHODOLOGY
To effectively implement the specific components of the assignment, the consultant will implement the trainings in 5 phases. The consultant will be responsible for developing a program structure and adopt it to ensure success of the assignment.
EXPECTED RESULTS
1) A more capable IPCS in core support functions to partners in Civic Education in areas like program design, technical capacity to train and mentor civic educators from all counties covered by its partners, capability to undertake credible baseline and use them as the basis for monitoring, evaluation and learning and an overall stronger role in promoting and supporting good practice in the Civic Education activities. 2) Good and effective M&E practices by IPCS Area Coordinators/ON PO in Maridi and improved quality of progress and impact reporting. 3) Participating CSOs more capable and confident to use innovative skills and methods in carrying out their civic education and human rights program. 4) Better practices in intervention, and establishing of mechanisms aimed at promoting and protecting human rights for the case of women and other vulnerable groups, especially children, notably by operation of the gender desks at the four police stations. 5) Quality, easy to use and relevant civic education materials, including but not limited to a step by step training manual for target Resource Persons and CSOs, resource materials and key messages ready for presentation through multi-media channels like radio, print, popular theatre, posters, stickers, banners etc 6) Better set and managed information Resource Centers as active learning and action centres on Civic education and protection issues 7) A strong state and county based CSO coordination network established in Western Equatoria and effectively functioning with linkages to the national CSOs structures in Juba.
TENTATIVE TIMETABLE This consultancy will be for a period of 100 days and will be spread for not more than 7 months. The trainings will be conducted in Maridi, South Sudan and is expected to commence by 20th June 2013, and a final report to be submitted by 30th January 2014.
EXPERTISE REQUIRED This consultancy can be undertaken by a consultancy firm or independent consultant(s). The consultant should have expertise in the following areas: - • International experience on program management in Horn of Africa Countries. Experience in Capacity building initiatives for CSOs, Organizational Development, Human Rights, Governance, and Gender, monitoring and evaluation, including previous working experience in South Sudan. • A degree in Social Studies or other relevant fields. A post graduate degree in any of the main sub sectors will be an added advantage. • Demonstrated experience in Capacity building and M & E programs. • Have excellent analytical and writing skills. • Previous working on similar assignment will be an added advantage. • Ability to access the project area is critical
