International Consultant - Training of Trainers (ToT) Specialist Advisor Support to the Electoral Cycle in Sierra Leone 2011 – 2014

Since 2004, UNDP and its partners have supported the Sierra Leonean National Electoral Commission (NEC) to implement a strategic planning and reform process, as well as prepare for and administer the 2012 election – the country's second national election since the end of the 10-year civil war in 2002, and the first without the supervision and major logistical support of the international community and UN peacekeepers. With the successful conduct of these elections Sierra Leone has made important gains in the consolidation of its post-conflict democracy and towards self-sufficient administration of its own elections.
Following the successful conclusion of the 2012 elections, UNDP’s Support to the Electoral Cycle in Sierra Leone 2011 – 2014 Programme continues to support the sustainability of know-how and the development of long-term capacities of the National Electoral Commission (NEC), the Political Party Registration Commission (PPRC), and the Electoral Offences Courts.  At this stage, UNDP is seeking the services of a Training of Trainers (ToT) Specialist for the Programme. Under the guidance and the direct supervision of the Chief Technical Advisor (CTA) of the Support to the Electoral Cycle in Sierra Leone 2011 – 2014 Programme, and in close cooperation with the Capacity Building and Training.
Advisor the ToT Specialist will assist NEC in the design and implementation of ToT workshop.

Duties and Responsibilities

Summary of key functions:
Working under the supervision of the Chief Technical Advisor, and in partnership with the NEC, the ToT Specialist will:
  • Provide best practice advice on conducting training of trainers (ToT) sessions;
  • Design a ToT workshop to include highly interactive methodologies;
  • Deliver the ToT workshop for the NEC Training and Procedures Department and for a selected number of NEC core senior staff,
  • Produce a Final Report.
Deliverable/Final Product Expected:
This assignment is to be completed within 10 working days. The main outputs of the work will result in:
NEC will have a core group of trained personnel able to conduct future ToTs for various large scale electoral processes such voter registration, Exhibition of voters lists and Elections.
 
Impact of Results
 
NEC benefits from improved capacity of its Training and Procedure department enabling it to implement large scale cascade training programmes for future electoral events.

  • Leadership: Capacity to supervise a multidisciplinary high level team and to supervise programme activities.
  • Technical Support:The suitable candidate for this consultancy shall be a capacity building and training expert with extensive experience. Good knowledge of information systems software such as MS Office Suite. 
  • Planning and Management: The expert needs to demonstrate a proven record in the field of training and capacity building, with experience in procedural development and manual design. Work experience in post-conflict contexts is necessary.
  • Communication: The expert will have written and oral fluency in English.
  • Teamwork: Ability to establish and maintain good working relations with colleagues in multi-cultural environment.

Required Skills and Experience

Education:
  • An advanced degree (Masters) in Business Administration, International Relations, Political Science, Law, Public Administration, or a related field. 
Experience:
  • 8 years or more of functionally-related professional experience.
  • Proven track record in the delivering of electoral Training of Trainers workshops aimed at institutional capacity development.
  • The post requires considerable cultural and political sensitivity and an ability to meet deadlines.
Language Requirements:
  • Excellent written and oral communication skills in English.
Evaluation of Criteria and Weighting
 
The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria.
The technical evaluation will include the following:
  • Background and minimum educational qualification as defined above-10%
  • Practical previous Training of Trainers experience relevant to the TOR - 50%
  • Substantial professional knowledge and experience in elections in the field of capacity building and training -30%
  • English language fluency -10%
Reporting Mechanism
  • The consultant will report to the CTA UNDP.  
Duration of the consultancy
  • The tasks are expected to take 10 working days.
Payment Modalities
  • Payment to the consultant will be made upon certification of satisfactory completion by the Chief Technical Advisor of the Programme.
