MID TERM REVIEW FOR THE SOUTH NYANZA AND NAKURU COMPREHENSIE EYE CARE PROGRAMMES

The Fred Hollows Foundation Kenya (FHFK) program is calling for proposals from Kenya based consultants to conduct a mid-term review for the South Nyanza and Nakuru comprehensive eye care programmes.
The Fred Hollows Foundation is an Australian humanitarian non-government development organization, established in 1992 to address inequities in access to eye health care - particularly to tackle the problem of avoidable blindness and empower people in developing countries to run sustainable eye health services. The Fred Hollows Foundation is determined to be a key global player in ending avoidable blindness through VISION 2020: The Right to Sight; a global campaign to eliminate avoidable blindness worldwide by 2020. We will work within the internationally agreed VISION2020 strategic framework, arguing for and presenting evidence for change where necessary, and openly reporting on our efforts against the internationally agreed indicators of performance. The vision of The Fred Hollows Foundation is to see a world in which no person is needlessly blind. Our approach is to always be guided by local priorities and we seek to strengthen and sustain local systems. The FHFK has a strategic Objective of ending avoidable blindness through the following strategic choices; 1. Disease control 2. Human Resource development 3. Appropriate and Essential Infrastructure and Equipment 4. Operational Research and e-HIS 5. Advocacy and Coordination
FHFK plans to undertake a mid-term review (MTR) to assess the progress of the two Projects to date and draw out lessons that will inform the remaining Project implementation period. The Review will be undertaken by an external consultant, who is a monitoring and evaluation specialist with a strong background and experience in Health Policy and Programming in Kenya. He/she will have to be knowledgeable on the structure of the national and county governments on health devolution and management.
This MTR is an important element of the program management cycle. The purpose of the exercise is to assess program progress and to extract lessons learned that will inform the remaining period of the initiative.
How to apply:
Interested Consultants (not firms) are invited to submit their technical and financial proposals, curriculum vitae, and Statement of capability to the undersigned address no later than COB Friday 7th June 2013. The technical proposal should explain the methodology, time frame of the exercise and provide examples and profiles of similar and successful work done in related fields. The financial proposal should contain the full consultancy budget.
