Description

CARE is seeking an INSTITUTIONAL DEVELOPMENT SPECIALIST to provide strategic leadership and direction for the (European Commission) European Commission (EC)-funded initiative “Deegaankaagu waa noloshaada” – “Your environment is your life.”  The CARE component of the initiative focuses on building institutional, legal and organizational capacity of the Puntland government to manage the environment in the Puntland State of Somalia in close collaboration with communities. CARE is seeking a strong institutional development expert to lead capacity assessment and development with the Ministry of Environment, Wildlife and Tourism (MoEWT), the development of legal frameworks, and strong collaborative management arrangements between community and government institutions. The position will support 4 Technical Advisors that are to be based within the Ministry, and manage 2 CARE staff.
The aimed for outputs of the intervention include
  • Development and implementation of a bottom-up overall sector legal framework, based on accepted customary law arrangements
  • Support to decentralization in the MoEWT, with support to state, regional, district-level capacity development through training, resources and other support
  • Improved Ministry HR systems, job descriptions, capacity development planning for staff at all levels
  • A joint approach to environmental management developed at district level that involves VCs, Pastoralist sub-committees, DPAs and MoEWT’s district offices
  • Improved Monitoring, Data and Knowledge management in the MoEWT
  • Establishing & improving a vocational course on rangeland management
 Required skills
  • Strong understanding of institutional development in a fragile states environment, evidenced by minimum 5 years experience in institutional development.
  • Strong capacity assessment, planning, and training experience. Strong skills in organizing and implementing training programs
  • Experience working in fragile states, and an understanding of the limitations of government in a fragile state setting, strong understanding of the complementary nature of community and government institutions in a setting of government fragility
  • At least 3 years management experience in managing complex programs in challenging environments
  • Demonstrated experience in building capacity of government in conflict / post conflict environments.
  • Understanding of the Somali environment is an advantage
  • A Masters in a relevant field.
