Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

The General Accounts Payable Section is responsible for processing all payments related to the procurement of goods and services and other miscellaneous expenditures needed for the implementation of the IAEA's programmatic activities. It also assists in resolving payment related issues and in recording the disbursements made by IAEA offices and by UNDP on behalf of the IAEA.

Main Purpose

Under the overall supervision of the Section Head, the Finance Assistant ensures correct and timely review and processing of electronic Service Clearing Accounts (SCAs) received from UNDP HQ relating to various services provided by UNDP Country Offices on behalf of the IAEA totaling approximately US$ 15 million annually and assist in the reconciliation of the IAEA/UNDP Service Clearing Account.

Working Relationships

The Finance Assistant works independently by setting daily priorities and within the framework of the established rules and procedures, and guidelines received from the supervisor. She/he draws the attention of the supervisor to any problems that cannot be resolved immediately. The Finance Assistant works collaboratively with staff in relevant programme areas and counterparts in UNDP Country Offices by obtaining/providing information to resolve problems or clarify issues.

Functions / Key Results Expected

  • Review the monthly Service Clearing Accounts from UNDP HQ against corresponding IAEA Service Requests authorized by the IAEA to verify the validity of the transactions and ensure consistency with relevant rules and procedures and when necessary, obtain additional supporting documentation from UNDP Country Offices or IAEA counterparts.
  • Input the valid transactions on the monthly SCAs into AIPS and resolve any invoice holds by taking necessary action and perform checks and reconciliations to ensure the correctness and integrity of postings made.
  • Process payments of UNDP invoices and perform periodic bank reconciliations.
  • Prepare monthly reports of rejected items on the SCAs and follow-up with UNDP Country Offices to ensure timely correction and clearance of items posted to UNDP suspense account. Periodically report on all items in suspense account.
  • Perform periodic reconciliations of the balances in the IAEA books with the reported balances in the SCAs, analyse any reconciling items, and assist in the preparation of the UNDP/IAEA reconciliation report.
  • Ensure proper maintenance of accounting records for all posted transactions, items in suspense account and reconciliation reports.
  • Perform any other duties including assisting with year-end accounts closure tasks, consistent with the level of the post as required by the Section Head.

Knowledge, Skills and Abilities

  • Knowledge of regulations, rules, procedures and accounting policies and practices in an international organization.
  • Sound mathematical and numerical skills, and the ability to pay attention to detail and maintain a high level of accuracy in preparing and posting financial transactions in financial systems.
  • Interpersonal skills: ability to work in a multicultural team with sensitivity and respect for diversity. Ability to act with tact, diplomacy and discretion when dealing with internal and external counterparts.
  • Organizing skills: ability to set priorities, plan and organise own work taking into account changing demands, and to handle a large volume of work in an efficient, accurate and timely manner.
  • Communication skills including the ability to write clearly and concisely.
  • Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint) and ability to use databases.

Education, Experience and Language Skills

  • Completed secondary education with a strong accounting background.
  • Minimum of five years of relevant experience in finance or accounting, some of which in an international organization.
  • Hands on experience with the use of the financial module of an ERP (Enterprise Resource Planning) system. Knowledge of Oracle is an advantage.
  • English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard.
  • Good command of written and spoken English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
