SALARY: 21341 - 30406 GBP Annual net    LEVEL: C2  National Plus

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE

Fund Development: To raise funds for Oxfam´s humanitarian and development programmes, to ensure quality and consistency in relationships with donors, and to support country programme teams, raising and managing restricted and unrestricted funds.
Programme Quality: To ensure programme quality and monitoring is in line with Oxfam standards, accountable to beneficiaries, donors, partners and the organization.

JOB PURPOSE:

 Capacity build country staff and partners to improve programme impact and compliance with Oxfam and donor policies. Support the management of programme quality and resources and the implementation of funding and accountability strategies for Oxfam GB in Haiti.

DIMENSIONS: 

    The role requires the ability to analyse and communicate complex information at several levels and sectors to a wide audience, both internal to Oxfam and to external actors.
    Influences the development of strategy and ensures and supports operational implementation.
    Develops solutions to diverse and complex problems within organisational policy.
    Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
    Contribute to and influence operational planning.
    Develop effective networks with external bodies
    Be adaptable when Humanitarian Crises occur in changing ways of working and manage to keep parallel track with Development programming

KEY RESPONSIBILITIES: 

Programme Development 

    Support coordination of proposal development according to country agreed process, with programme leads, ensuring proposals are in line with country strategy. 

    Be responsible to coordinate reports for restricted and unrestricted funds for country programme and being a quality control to ensure what is being sent shows Oxfam's impact and is strategically aligned. 

    Share responsibility for contract cycle management of donor contracts, including submission of reports, contract preparation, ensuring compliance with donor requirements and use appropriate Oxfam procedures and systems.

    Provide advice and support to country team (with finance counterparts) in all aspects of the financial management of restricted funds, including donor budgeting, compliance with donor requirements, managing income, financial reporting and the necessary reconciliation of Peoplesoft modules.

    Support team in ensuring that all restricted income for specific programmes is correctly recorded according to Oxfam's internal procedures 

Donor mapping and funding support

    Provide support for the analysis of donor trends and the development of country funding strategy
    Provide support to planning and co-ordination of funding from key institutional donors and with Oxford based funding units in conjunction with national programme staff.
    Analyse and provide advice to programme staff on funding policies and formal requirements of donors.
    Build fund-raising capacity with programme team, by training staff on donor relations, proposal writing, reporting, contract management, etc.
    Deputise for Coordinator when needed

Programme Quality (MEALQ)
    Develop and provide capacity building training, tools, and support to Oxfam colleagues on MEALQ processes for development and humanitarian programming.

    With programme teams, ensure monitoring of activities, against set indicators, is being measured and reported upon at all programme cycle stages.

    Responsible to develop M&E frameworks and impact work plans for specified programmes with various stakeholders.

    Ensure that each programme, when planned and budgeted, carries out an external evaluation, in line with agreed country evaluation policy, with results being used as lessons learnt and in donor reporting

    Lead monthly monitoring meetings in coordination with programme and business support units

    Conduct monthly field visits for programme support and quality assurance

    Support redesign of projects according to changing M&E findings and lessons learned to improve the impact of Oxfam's work in Haiti

SKILLS AND COMPETENCE: 


    Degree/certificate in social sciences, international development, humanitarian assistance or project management

    Experience of raising funds from various donors and in contract management.

    Experience in various forms of Monitoring and Evaluation methods 

    High level of numeracy, budgeting, financial reporting and IT skills.

    Works effectively with others in a multicultural team situation to achieve team targets.

    Organisational awareness - understanding how to get what information and who to keep informed.

    Good communication skills - both written and verbal; experience of writing proposals and reports.

    Experience of capacity building non-funding staff in all aspects of funding and contract compliance.

    Ability to represent Oxfam to donors and external institutions.

    Influencing skills and tenacity.

    Good administrative skills and ability to follow departmental procedures.

    Educated to degree level or relevant experience.

    Fluency in written and spoken English and French (essential)
