The PPP Transaction Advisory group (C3P) helps to identify, structure, and launch sustainable infrastructure projects, which leverage private sector expertise and capital, and achieve public–development objectives. In South Asia, these projects focus primarily on the PPP model, where the group advises governments (national, state, local) in India, Bangladesh, Sri Lanka, Nepal, Bhutan, and Maldives (and/or private sector proponents) on a fee basis.

C3P is hiring a Team Assistant in the New Delhi office to assist the team with a number of functions broadly encompassing Portfolio and Budget management, compliance and quality control, procurement, knowledge management and results measurement. He/she will report to the Regional Business Line Manager for Public Private Partnership Advisory Services, South Asia for all Portfolio/Budget/Procurement related tasks, and jointly to Regional Results Measurement Specialist, South Asia for all Results Measurement tasks. Candidate is also expected to work closely with the Regional Portfolio Lead for South Asia.

Duties and Accountabilities:
The candidate is expected to have a degree in social science, operational research, statistical methods, international development or business administration, have experience in South Asia and have a broad understanding of Public Private Partnerships and the role performed by IFC’s C3P team in the sector.

In this role, the incumbent, supporting the development and implementation of operations and strategies of C3P in South Asia will undertake the following tasks -

Portfolio

• Manage portfolio information and provide relevant data and analysis to the Regional Business Line Leader (RBLL) for C3P and the regional portfolio team. e.g. portfolio trend analysis, forecasting based on pipeline status, etc.

• Develop monthly portfolio and pipeline report including budget/expenses/fees

• Support the regional portfolio team for regional level reporting requirement, data collection, data clean up for C3P etc

• Coordinate with regional portfolio team to assist semi- annual regional portfolio review meetings by making presentations for C3P RBLL and regional and global management

• Prepare regular reporting documentation and assist with internal processes

• Serve as budget champion; focal invoice point and follow up on payment collectionReview all projects to ensure all required information are reflected in the Advisory Operational Portal

• Act as the primary point of contact for the Advisory Systems such as ASOP, IBIS and other internal systems

Compliance & Quality Control

• South Asia PPP team on-boarding champion – ensuring smooth on-boarding, integration, and transition of new team members

• Ensure smooth operation of the business by managing specific activities related to budgeting, reporting, invoicing, etc

• Help staff trouble shoot system issues and follow up with Helpdesk as required

• Ensure client information is entered in partnership tabs and internal due diligence forms are properly prepared and uploaded (if necessary)Provide guidance and necessary assistance to staff to comply with various policies and procedures e.g procurement requirements and alert colleagues about any upcoming deadlines

Procurement & Knowledge Management

• Ensure project procurement compliance – follow guidelines and work with eConsult2

• Compile all relevant documentation; review TOR formats when possible; follow up on contract end dates and payments in coordination with the regional and global procurement team

• Secretariat for Knowledge Management activities and focal point of contact with the global C3P department

• iCollaborate South Asia PPP Champion (with admin access) ensuring monthly report publishing, team news and visibility, events management

• Assist in the preparation and planning of various knowledge management events (conferences, workshops, negotiations, etc) – organize 3 -4 PPP workshops and conferences for the department in conjunction with sector experts and team assistants

• Assist in the preparation of client presentation and pitch-books for business development;

• Maintain and update marketing materials.

Results Measurement (supporting the monitoring and evaluation of development results)

• Collaborate with project teams to design projects with a focus on development impact, and to track, monitor and report on their development results.

• Development, oversight and coordination of Results Measurement Frameworks: Work with project teams throughout project lifecycle (design, implementation and completion) to ensure consistent understanding and application of global results measurement standards, frameworks and methodologies. Review project documents at each stage to align with these standards.

• Reporting of results: Monitor data quality on development results, and strengthen and improve data quality where necessary; support regular reporting of results and maintain a system to track and update results on a regular basis.

• Surveys/evaluations: Support implementation of evaluations/surveys conducted within the region.

• Using results to inform strategy and operations: Develop basic efficiency metrics to estimate the efficiency of C3P investments across different sectors and geographies.

• Implementation of global best practices: Support the implementation of policies and best practices from colleagues in the Development Impact Department and Global Industries/Business Lines into project design. Liaise closely with the C3P Business Line in Washington DC to ensure global frameworks and standards are implemented in the region.

Selection Criteria:
General Criteria:

• Degree in social science, operational research, statistical methods, international development or business administration

1-2 years of relevant experience with private sector operations, results measurement, project Management and/or reporting

• Excellent working knowledge of Microsoft Excel, Microsoft Word and Microsoft Powerpoint
