Objectives:
WorldFish seeks a creative, dynamic and innovative individual to lead monitoring and evaluation within WorldFish Bangladesh office. WorldFish is committed to M&E for learning and accountability for responsive and adaptive program management. As a member of the CGIAR, WorldFish implements its work through the recently created CGIAR Research Programs. The monitoring, evaluation and reporting requirements of these programs represent a unique opportunity to connect theory of change focused planning with evaluation. The successful candidate for this position will be responsible for providing leadership to ensure that M&E across the entire portfolio of WorldFish projects (currently eight major projects with an annual budget of $10 million) is integrated into a program focus and conducted to the highest standards, and in a timely and efficient manner which meets the information needs of bilateral donors, the CGIAR Consortium and WorldFish managers and science staff.
Major Responsibilities:
Under the direct supervision and guidance of Director- South Asia, WorldFish, the candidate will be responsible for providing leadership in the design, development and implementation of integrated systems and structures which:
  • Accurately capture information on project and program performance to convincingly demonstrate the achievement of outcomes and impacts
  • Make institutional learning and reflection and its documentation central to WorldFish' M&E activities in order to facilitate effective adaptive management and provide persuasive narratives which explain how processes instituted by WorldFish generate impact
  • Support compliance with the CGIAR's new open access data policy, and ensure that all data collected as part of WorldFish M&E activities is of the highest standard
Qualifications and Skills;
  • Minimum Master's degree in Agriculture/Aquaculture/ Sociology/ Economics/ Statistics/ Development Studies
  • A successful candidate will have: a minimum of five years' experience in similar level M&E position with development organization
  • A proven track record in providing leadership in the development and implementation of innovative approaches to monitoring and evaluation, including qualitative methods
  • Excellent written and spoken English language skills
  • Excellent quantitative and qualitative analytical skills and the ability to present data clearly and concisely in both spoken and written form
  • Fluency in some or all of the following software packages - MS Access; MS Excel; N-Vivo, SPSS; STATA
  • Experience of survey design and implementation, including database design
Preferable qualifications:
The following qualities would be highly advantageous:
  • Experience with conducting M&E for agricultural sector projects
  • Experience with the design and management of online data collection systems
  • Working familiarity with USAID Feed the Future indicators
  • Familiarity with DCED standards
  • Familiarity with theory of change methodologies
  • Experience with operationalizing the use of GIS in M&E activities; information management experience
