Job Summary

​Cardno Emerging Markets is currently recruiting for an upcoming regional anti-human trafficking program in South East Asia. With the Regional Office in Bangkok, this program will work in Indonesia, Thailand, Myanmar, Cambodia, Lao PDR, Vietnam and the Philippines with the goal of reducing the incentives and opportunities for trafficking of persons in South East Asia.

The National Monitoring and Evaluation (M&E) and Information Officers will provide technical assistance and strategic direction to the National Technical Working Groups and national committees in their country. Working with the local partners and the Regional Monitoring and Evaluation Adviser, the National M&E and Information Officers will contribute to the measurement, monitoring and evaluation and information for all activities undertaken by the program in their country. He or she will ensure that there is consistency in the objectives and success indicators of programs and will be able to develop and complete relevant reports against outcomes in a timely way for his or her country. He or she will deliver capacity building, mentoring, technical advice and training relating to monitoring and evaluation and information related to management of this anti-human trafficking project in their country. He or she will liaise with the main partners (boundary partners) in the country including the Technical Working Groups and National Committees.  He or she will liaise with other staff in the local office and work to ensure that M&E is part of an integrated and collaborative approach to the program's implementation in their country.

Key Responsibilities

  • ​Provide monitoring and evaluation and information related technical assistance to support the monitoring and evaluation reporting needs of the program in their country;
  • Facilitate regional meetings, learning forums and other similar events in their country related to drawing together key partners to agree on monitoring and evaluation indicators;
  • Liaise with the Regional Victim-Witness Support Adviser and Gender Adviser to ensure that gender and victim issues are incorporated into monitoring and evaluation capacity building and development of indicators for their country;
  • Review performance indicators and help strengthen them wherever possible;
  • Set up operational arrangements for collecting, analysing and reporting on project outputs and outcomes and plan capacity building initiatives in their country;
  • Support linkages between regional and national monitoring and evaluation activities and link national activities with other countries;
  • Liaise closely with key partners, especially TWG members as they develop their national annual work plans;
  • Write and coach others to write performance indicators;
  • Ensure compliance with core AusAID policies, including but not limited to Disability and Child Protection Policy; and,
  • Other duties as directed by either the Regional Monitoring and Evaluation Adviser or the Country Program Coordinator.

Other Requirements

Core Competence Required:
  • Knowledge and experience in designing and implementing monitoring and evaluation systems that are simple and in line with the capacity and resources available to implement such systems;
  • Extensive knowledge and experience working in their target country, ideally with experience working with government;
  • Substantial knowledge and experience in facilitating implementation teams to identify outcome and output level indicators and measure progress against them;
  • Demonstrated knowledge and experience in monitoring and evaluation capacity building, especially in the justice system and ideally in the area of human trafficking;
  • Demonstrated experience in the design, delivery and revision of information programs related to monitoring and evaluation including knowledge of data collection, data analysis of data and interpretation and dissemination of research results;
  • Demonstrated capacity to understand how to incorporate gender sensitive, victim-centered and rights-based perspectives into monitoring and evaluation and information management;
  • Highly developed interpersonal skills complemented by sound written and verbal communication skills; and,
  • Competent information technology skills.
Qualifications:
  • Fluency in the national language and demonstrated competency in English is mandatory;
  • Post-secondary or tertiary qualifications in a field relevant to monitoring and evaluation are highly desirable; and,
  • Experience developing monitoring and evaluation systems or strategies within a criminal justice system in Asia are desirable.

These positions will be based in Bangkok, Yangon, Vientiane, Phnom Penh, Hanoi, Manila and Jakarta. They are full-time (2 year contract) and may include some travel to other country offices in the region.
