JOB CONTEXT: Handicap International’s (HI) Middle East regional programme is quite broad and ambitious, with projects and missions in 5 different countries (Egypt, Iraq, Jordan, Lebanon and Palestine), and potential future actions in Yemen. However and for different reasons, the programme is currently rebuilding step by step the different components while now launching regularly new projects and initiatives based on the wealth of experiences and assets previously gathered and the recent huge efforts invested in stabilisation and redevelopment. Under the leadership of the regional programme director (RPD), the regional coordination team (RCT) is in charge of the overall management of the programme. Within this Programme Team, the RTUC position and his/her team is essential in ensuring the overall technical standards and quality of all the actions implemented by the Organisation in the Middle East programme
JOB DESCRIPTION: Under the supervision of the Regional Programme Director, you for now supervise 3 staff: 2 technical coordinators (a Regional Access to Services Coordinator (RASC) -based in Cairo- and a Regional Disability Rights and Advocacy Coordinator (RDRAC) –based in Ramallah) and a translator. The current setting implies a great deal of distance management as the staffs currently managed are all in different countries. You work to support the different country missions of the programme and the partners to develop and implement quality activities, hence has a direct functional link with the Heads of Mission, Project staff (Managers, Technical Officers etc.) and partners. The position has a functional link with the Technical Resources Direction (TRD) in the Organisation’s Headquarters in Lyon (France) in order to guarantee the development of the Middle-East programme’s positions and approaches in the framework of HI’s strategy and mandate and to contribute to experience sharing, lessons learnt process and innovation at HI international level.
You have the key responsibility to guarantee and enhance the quality of projects implemented at national and regional levels, to support the development of innovative approaches and ensure key information and knowledge are identified, documented and shared.Within the framework of HI Middle East Programme and in accordance with the programme’s strategic orientations in the region, you are in charge of the Programme’s Technical Unit and its budget management and of the Regional Technical Coordinators management.
Your main responsibilities/activities are: - Manage the RTU team: provide guidance, framework and support, facilitate the links and exchanges, share information, support the development and monitoring of action plans, and carry out appraisals - Coordinate the validation of technical aspects of new HI-ME projects, as delegated by the TRD in Lyon - Manage functional links with HI Technical Resources Direction, ensuring the most appropriate use of HI technical resources when not available at the regional level - Coordinate the activities of the team in link with the senior management and the different Heads of Mission - Provide any of the different activities linked with the functions described above: the post has a direct and strong involvement in supporting and advising the programme, ensuring the quality of the projects, carrying out or designing trainings, developing tools, supervising research and strategic steering of regional projects - Ensure the financial management of the team including budget follow up and monitoring
CANDIDATE PROFILE: You have/are: • Advanced degree in related discipline (social Sciences with additional social/legal studies qualifications or Human rights, political science, development background, with management qualifications) • Minimum 5 years experience overseas in development and post crisis environment • Experience as a technical support staff in project cycle management • Sound working knowledge on disability approaches (DCP, Twin-track approach, Rights-based) • Strong capacities in coordination of multi-actors interventions; strategic planning and vision • Distance human resources management skills; strong, flexible, dynamic & highly motivated team player and manager • Demonstrated appropriate communication and diplomacy skills • Strategic thinker and writer
Experience with HI and knowledge of its fields of action and approaches & experience in working in Islamic contexts/in the Middle-East would be real assets
REQUIRED LANGUAGE SKILLS: Fluency in oral and written English. French and/or Arabic would be assets
JOB ENVIRONMENT: Despite recent conflicts in the Middle East, instability resulting from the Arab Spring and a growing crisis in relation to the influx of refugees from Syria, the security in Jordan is fairly good, and remains relatively good in the majority of countries in the region. In Amman, living conditions are excellent with little or no restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. This position requires frequent travelling (up to 25% of the working-time) within Middle East, including conflict-affected areas such as Occupied Palestinian Territories.

EMPLOYMENT CONDITIONS: Salary: 2200-2500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
