Rationale and background
SNV has adopted a programmatic approach to its work in three different sectors- Agriculture, Renewable Energy and Water Sanitation and Hygiene. This is to ensure that within each sector, there is a clear framework for working at scale for impact to assure quality at scale and to create a wider platform for knowledge generation and result validation.
SNV Nepal aims to address service delivery challenges in WASH and advance the sector development as a whole, through strategic engagement with Government Agencies (sector Ministry, relevant Departments and their service delivery channels at sub-national level) and partnering with other experienced civil society and private sector orgnisations working in the sector. SNV aims to facilitate a decisive shift in sector thinking, culture and practice through close alignment with respected sector agencies and working collectively with government and local partners to address underlying systemic sector issues that limit sector development.
The SNV Asia WASH strategy identifies three programmes:
• Sustainable Sanitation and Hygiene for All (SSH4A) in rural areas
• Sustainable Sanitation and Hygiene for All (SSH4A) in peri-urban areas and small towns
• Functionality of Rural Water Supply Services (FWSS)
SSH4A programmes consist of 4 components: 1) Sanitation demand triggering and follow-up; 2) Strengthening sanitation supply chain development; 3) Developing Behavioural Change Communication for hygiene and sanitation marketing; and 4) Improving WASH governance and multi-stakeholder sector development. Similarly, the FWSS programme components are: 1) Improving WASH Governance, 2) Post Construction Support, 3) Delivery of capacity of Implementers and Operators.
This is a Sector Leader position, responsible for strategic positioning, network development, resource mobilisation, review & evaluation of advisory services, personnel management, and coaching and knowledge development, thereby contributing to SNV’s Organisational Development. An important task is steering SNV Nepal’s WASH sector programme development and quality of the advisory practice at country level, in line with SNV’s global sector strategy, cross-cutting themes and in consultation with WASH Managing Director, Global Sector Coordinators and Country Management Team. Another key activity is resource mobilization for the implementation of new programmes and the development of proposals to this effect (business development).

Responsibilities
• Develop Country WASH Strategy together with the WASH team and aligned to the SNV corporate WASH framework;
• Ensure effective implementation and management of the WASH programme such that all activities are conducted and well synchronized with a strong focus on well-articulated deliverables, outcomes, sustainable impact and scaling up of results;
• Lead the WASH team, focusing on results, high quality of advisory practice, teamwork and coordination, set benchmarks for results and ensure an operational team of well qualified and motivated staff within the WASH sector is in place;
• Ensure uniform understanding and practice of M&E; throughout planning, monitoring, reporting and evaluation, aligned with SNV’s Monitoring for Results (MfR) framework;
• Business development/resource mobilisation; in close coordination with the Business Development Coordinator (BDC), Country Director (CD) and Global WASH Coordinator, develop concrete proposals for resource mobilisation (RM), establish networks and partnerships to secure resources and achieve concrete RM targets;
• Identify strategic and potential funding partners and funding opportunities and establish relationships through effective networking;
• Profile and position SNV among key WASH actors (government, donors and development partners) for overall sector development;
• Participate in internal and external sector networks; promote the participation of SNV in knowledge events and promote learning;
• Lead WASH team in documentation and publication of WASH sector knowledge, including value for money and cost effectiveness data;
• Set knowledge deliverables and quality standards for WASH programmes.
Candidate profile
• Relevant advanced academic qualification in WASH or related field;
• At least 10 years of working experience in the WASH sector with strong result orientation with a minimum of 6 years focused in leading WASH projects and managing personnel and budgets;
• Ability to lead a team of multi-disciplinary advisors with varying knowledge and expertise in a multi-cultural setting;
• Proven track record of successful concept note development, proposal writing and resource mobilisation;
• Proven ability to build and strengthen relations with key donors, partners and national government institutions;
• Established networks in WASH sector and strong relationship management skills;
• Record of successfully introducing creative, practical and innovative ideas;
• Evidence of and demonstrable ability of producing knowledge products for advocacy and fundraising;
• Flexible and eager to visit remote project districts on a regular basis;
• Excellent written and spoken English, knowledge of Nepali would be an advantage;
• Excellent interpersonal and communication skills.

Reporting and accountability: The Sector Leader will report to the Country Director of SNV Nepal.
Contract Duration: Full –Time, 2 years

Medical facilities: There are a few international standard healthcare facilities in Kathmandu; daily connections to Bangkok or Delhi for advanced healthcare.
Educational facilities: International schools in English and French are available in Kathmandu.
Security situation: Improving political situation and stability and no direct security threats; low to moderate criminality levels.
Accessibility: Kathmandu connected to main Asian destinations with daily flights.
Communication: Advanced mobile, phone and internet connectivity is available.
