SENIOR PROJECT MANAGER
- OVERVIEW OF GERES MISSION IN AFGHANISTAN 1.1. GENERAL ASPECTS OF GERES GERES (Group for the Environment, Renewable Energy and Solidarity) is a non profit humanitarian organisation, based in France and governed under the French Law. Created in 1976, GERES is now working in 12 countries and is employing more than two hundred national and international staffs worldwide. GERES works on the following topics: • Preservation and exploitation of the natural resources (Natural Resource Management); • Environmentally friendly waste management; • Control of energy consumption and producing clean energies; • Access to basic energy services (education, health, housing); • Development of handicraft activities; • Improvement of rural subsistence activities; • Reduction of burdensome domestic tasks. 1.2. GERES AFGHANISTAN ACTIONS GERES has been working in Afghanistan since 2002 and has worked in Environment through Energy scope in 17 provinces of Afghanistan. 1.2.1. Fields of intervention Energy efficiency has been developed by GERES in public buildings (medical centres, schools, community rooms, mosques, etc.), and in private housing, through insulation and alternative techniques (passive solar houses, solar wall, direct gain, etc.). Rural development projects implemented by GERES in Afghanistan deal with the development of agricultural income-generating activities (IGA), the improvement of rural productive activities, and capacity-building for local institutions. In these sectors, GERES has been developing tools such as: improved greenhouses, post-harvest cellars. 1.2.2. Team In 2013, the GERES team in Afghanistan comprises 31 permanent staff in Kabul main office and 2 expatriates and the annual budget is 990,000 Euros. A base in Bamyan will be settled in the coming months with the future project team. 1.2.3. Partners In Afghanistan, GERES has been working with: International donors, International Organisations, International NGO, and Afghan Ministries.
- CONTEXT OF THE POSITION 2.1. PROJECT From July 2013, GERES leads a 10 Million Euros program funded by AFD for a period of 4 years. To realize this program, GERES is leader of a consortium composed by 3 French NGOs. The object of the program is: Economic development and life conditions improvement of the rural mountainous population, living from agriculture and livestock. The first phase of this program, so called “Inception Phase” or “Phase 0” will run from 1st July 2013 for an initial 6 months period. It consists in: Conducting preliminary and preparatory studies according to a homogenous methodology to determine the relevance of the actions to undertake, and to develop a global vision of the territory Establishing the baseline situation and determine the indicators to be followed by the SCSE (Systeme Consolide de Suivi-Evaluation ) Designing and setting up the SCSE before the start of the program Clarifying and defining the institutional organization of the consortium, particularly the work relationships with the SLMI, the relationship between the leader and the consortium members and the co-piloting of the Program with the provincial level.
The second phase of this program, so called “Phase 1” will run from March 2014 for 1 year period. It consists in: - Support sustainable intensification of agriculture and livestock production. - Improve energy resilience of households and their living conditions in winter while limiting the depletion of natural capital. - Improve access to, and management of, rare natural resources (pastures and water) for the sustainability of production systems. - Produce and capitalize on knowledge within this programme in order to initiate a policy-related dialogue with the local authorities and development actors. - Coordinate and follow up the Monitoring and Evaluation done by the SCSE
Each objective will be led by one of the counterparts of the consortium. 2.2. POSITION IN THE HIERARCHY The Senior Project Manager position is based in Bamyan; (S)he is placed under direct responsibility and authority of the Country Director. As regards operational work, the Senior Project Manager works in collaboration with the coordination team in Kabul (Technical, Logistic and Administrative Coordinators), but has no hierarchical relations towards them. (S)he has responsibility and authority on the project operational team. The Senior Project Manager will first be integrated to the Phase 0 team and then work in collaboration with the Country Director, the NGO partners and the project team during the implementation of the project in phase 1.
- OBJECTIVES OF THE POSITION Under the supervision of the Country Director, the Senior Project Manager is in charge of fulfilling project objectives in conformity with GERES strategy and policy: • Accurate management of overall Bamyan project implementation and related activities, including partnerships; • Manage Human Resources, Administrative and Financial, and Logistic aspects of the project; • Efficient and quality Monitoring & Evaluation (M&E) and capitalisation system of the project • Ensure project representation and fundraising.
- TASKS OF THE POSITION 4.1. OPERATIONS • The Senior Project Manager ensures good implementation of the project in conformity with the Logistic Framework • (S)he follows up project strategy and repositions if needed • (S)he provides training & capacity-building to the team • (S)he plans activities and organises teamwork • (S)he conducts regular field visits to check the quality of project implementation • (S)he ensures and manages project reporting • (S)he prepares and follows up consultancies • (S)he plans, trains and supervises capitalisation work in collaboration with the coordination team • (S)he ensures the link between the members of the consortium according to the needs • (S)he ensures good implementation and follow up of operational partnerships 4.2. MONITORING AND EVALUATION • (S)he follows up evaluation mission and supervises M&E activities of the project with strong collaboration with the partners. 4.3. SUPPORT • (S)he manages Human Resources of operational team: writing/review of job descriptions, recruitment, evaluation, and routine HR management • (S)he manages administrative and financial aspects of the project: budget follow up applied on operational lines, and participation to financial reporting • (S)he manages project logistics according to Consortium internal procedures and regulation 4.4. REPRESENTATION AND FUNDRAISING • (S)he ensures project representation through communication activities 4.5. SECURITY • (S)he is in charge of the security of all teams in Bamyan and Wardak provinces with the support of the Focal Security Point and the other NGOs; • (S)he updates GERES Afghanistan security rules in Bamyan and Wardak province; • (S)he is responsible for monitoring and analyzing the security situation in Bamyan and Wardak province and to keep the teams updated; • (S)he ensures the information flow with the Country Director, is able to take necessary measures according to the situation;
- QUALIFICATION REQUIRED Education Graduate degree in business, economics, project management, or any other relevant field Experience Field experience in countries in conflict/post-conflict situations At least 2 years of experience in project management/coordination in International NGO in development projects Experience with leading a consortium of International NGOs an asset Technical skills Mastery of Project cycle management Solid Knowledge in value chain creation and/or supply chain strengthening is a prerequisite Editorial skills, ability to analyse and summarize information Excellent oral and written communication skills Very good interpersonal skills and multi-cultural team management Knowledge of environmental and energy saving issues, an asset Languages Fluent English and French Knowledge of local languages (Dari/Farsi) would be appreciated Computer skills Computer literacy with command of MS Office Suite Knowledge of database software, an asset Personal Skills Rigor, patience, diplomacy, stress resilience and capacity of adaptation are compulsory skills. Other requirements: Responsive and dynamic Self-starter with strong research, analysis, and critical thinking skills Knowledge of the Afghan context is highly appreciated Good knowledge of Islamic environment Capacity to travel to remote areas Interest in community-based approach
- CONTRACT AND CONDITIONS • Status : CDDU (French expatriate contract) • Duration: Minimum 12 Months, renewable • Expected start date: 15 October 2013 • Location: Bamyan (GERES’s Bamyan base); with some travels to Kabul • Gross month salary: 1900 and 2400 Euros (depend on scale and experience of the applicant) • Accommodation: GERES Guest House in Bamyan • Living allowance: 300 USD per month (paid locally) • Travels: 2 annual round trips between Afghanistan and home country; 2 indemnities of 400€ for intermediary breaks in the sub-region. • Holiday policy: 26 paid leave days per year + 5 R&R per intermediary breaks (10 R&R in total per year) • Other advantages: Afghan visa & work permit expenses covered and managed by GERES; health, retirement, and unemployment insurances (cost is shared between GERES and the employee); paid repatriation insurance ;
