UN WOMEN: PROGRAMME MANAGER THE PROGRAMME ON FINANCING FOR GENDER EQUALITY

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women is implementing a programme that aims at increasing financing for gender equality to implement national commitments. The programme: the Programme on Financing for Gender Equalitywill expand the application mainstreaming gender in public finance management systems, planning, budgeting and aid management instruments. It is also anticipated that the programme will support strengthened accountability mechanisms in both national and donor processes in fifteen countries.
 
The Programme Manager will work under the overall guidance of the Governance and National Planning Advisor. She/he will be in charge of: i) the overall programme management and operational guidance to countries, ii) managing the development of knowledge products and a communications strategy to support advocacy, resource mobilization, learning, reporting and accountability, iii) providing strategic and technical guidance and support to all the Regional Centers and Country offices in the design of country plans and their implementation, iv) leading advocacy and partnership building and implementation of activities at global level.

Duties and Responsibilities

Summary of Key Functions:
  • Analytical, technical and operational support; and
  • Overall programme management, and operational oversight support including M&E;
  • Knowledge building and communication support;
  • Technical guidance and support to the Regional Centers and Country offices in the design of country plans and their implementation;
  • Policy advocacy and partnership building support.
Analytical, technical and operational support
  • Support Analyses overall trends in development and in policy making, together with constraints, opportunities, potentials and challenges relevant to gender equality in programme countries and at regional and global levels;
  • Provide guidance, substantive/technical support to the Regional Centres and Country Offices (COs), in implementing and managing to enable them to deliver results agreed upon;
  • Manage the allocation of funds to countries and assure the proper utilization of resources approved and allocated to the projects;
  • Undertake substantive research and provide operational inputs in corporate exercises;
  • Provide the country offices and Programme Division with the analytical information to assist them to develop and design their programmes on gender and aid effectiveness and FGE;
  • Contribute analytical papers to the body of knowledge on gender and aid effectiveness and FGE;
Overall programme management, and operational oversight support including M&E
  • Ensure compliance to standards, rules and procedures by project teams and implementing partners;
  • Monitor mutually agreed results frameworks and performance indicators to ensure progress, timely support and proactive oversight;
  • Work with relevant UN Women units to identify, document and disseminate best practices and methodologies for replication and upscaling;
  • Develop a database of project status and regularly update to inform programme delivery and performance;
  • Develop TORs and prepare project cooperation agreements with implementing partners and service providers for HQ based activities;
  • Coordinate donor agreement signing and reporting;
  • Tracking budget performance and monitoring in close collaboration with the Finance Section and Programme Support Division;
  • Ensure compliance with UN Women’s programme goals and results-based indicators through monitoring missions, consultations with counterparts and providing relevant and timely feedback to Regional Directors and country teams;
  • Implementation of activities at global level;
  • Supervise the Programme Monitoring Specialist and Programme Associate.
Knowledge building and communication
  • Coordinate closely with implementing partners;
  • Under the guidance of the supervisor, design a communications strategy to support advocacy, resource mobilizations, learning, reporting and accountability and ensure its effective implementation;
  • Manage the development of knowledge products related to the programme;
  • Ensure that best practices and lessons emerging from the programmes are shared across regions and with other relevant partners;.
  • Support adequate knowledge sharing through the UN Women website in close collaboration with the Organizational and Business Development Team.
Strategic and technical guidance and support to the Regional Centers and Country offices in the design of country plans and their implementation
  • Supports/guides the design and development of projects/programmes with Policy Advisors and Programme Advisors, Regional Centers and Country Offices;
  • Provide technical input on gender and aid effectiveness and FGE for global initiatives including the Annual Report, Executive Board Report etc;
  • Advise Regional Centre and project teams including implementing partners such as NGOs and consultants on UN Women’s policies and management strategies, and UN Women’s rules and regulations for achieving programme delivery and for increasing accountability;
  • Develop an internal communications strategy and ensure regular and relevant information is shared among all offices implementing the projects.
Policy advocacy and partnership building
  • Undertake advocacy work and develops supportive networks;
  • Assist in resource mobilization efforts;
  • Monitor/maintain overview of work on aid effectiveness and FGE in line with UN Women’s Strategic Plan and disseminates analysis and findings within UN Women and with key stakeholders;
  • Represent the GNP Policy Advisor in internal and external meetings as necessary.
  • Serves as OIC for the Team as needed.
Impact of Results:
  • The position contributes to organizational outcome of promoting stronger institutional accountability to gender equality commitments through national planning and budgeting processes promote. The position contributes to global and national advocacy efforts on increasingly financing for gender equality for women’s empowerment by supporting integration of gender in public finance management systems, planning, budgeting and aid management instruments.

Required Skills and Experience

Education:
  • Master’s degree (or equivalent) in Social Sciences, Economics, Political Science, Gender/Women’s Studies.
Experience:
  • 7 years of relevant experience in development work and particularly on issues of governance and gender equality, with a particular focus on programme management/coordination, monitoring and evaluation and programme development.
  • Preferably 3-5 years of experience in financing for gender equality, aid management and related fields.
Language Requirements:
  • Fluency in English is required.
  • Working knowledge of another UN official language is an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
