Team Leader - Education Sector

Cambridge Education are looking for a Team Leader for a major Governance and Accountability programme in the Education Sector in the Democratic Republic of Congo.
Background:
DFID and USAID are jointly funding a major programme to support the education sector in DRC from 2015-2020. Known as USAID/UKAID ACCELERE!, the programme goal is to contribute to improved educational outcomes for girls and boys in selected education provinces of DRC.
Cambridge Education is implementing Activity 2 of the ACCELERE! programme on behalf of DFID. A major DFID Education Governance Project in its own right, Activity 2 aims to support the Government of DRC’s efforts to improve governance and accountability in the education sector. The expected outcome of the project is better quality of public service for education, through three results areas:
  1. Increasing community and civil society oversight and accountability at national and provincial levels.
  2. Strengthening effective resource allocation and execution in the education sector.
  3. Strengthening systems and capacity at the national, provincial, and school levels.
The Project is currently in the final stages of the inception phase and we are looking for a Team Leader for the duration of the implementation phase from June 2016 until August 2020.
Job Description
The Team Leader will lead the technical assistance team to achieve the project goal of improving governance and accountability in the education sector through the three specified project results. She/he will be responsible for:
  • Overall leadership of the activity, including ongoing design, planning, delivery and management.
  • Supervision of the technical team to ensure all project deliverables are produced within time, quality, and cost parameters.
  • Oversight of project operations and finance to ensure activities are implemented on time and within budget
  • Ultimate responsibility for the delivery of all project milestones
  • Act as focal point with DFID
  • Stakeholder management, (including local, provincial and national authorities)
  • Liaising with partners of the overall USAID/UKAID ACCELERE programme
  • Supervision of the preparation of all technical and programme management reports
The Team Leader will be based in Kinshasa, with frequent travel to other project provinces.
The position is full-time for the duration of the programme.
Candidate Specification
  • Postgraduate degree in a discipline related to the programme.
  • Strong command of both English AND French as working languages (verbal and written).
  • At least 5 years’ experience as Team Leader on donor-funded programmes.
  • At least 10 years’ experience in the field of education and/or governance government, preferably in sub-Saharan Africa.
  • Prior experience working on DFID-funded programmes, preferably as Team Leader.
  • Prior experience working in DRC Congo an asset.
  • Excellent technical vision and management skills.
  • Strong interpersonal skills and team-work attitude.
  • Excellent planning, reporting and risk management skills.
