ICT Officer- Telecommunications Wanted at UNICEF

Purpose of the Position
The incumbent of this post will manage the telecommunication functions of the DRC Country Office, develop and implement the telecommunications activities necessary for programme operations control and communication network systems in the country office in Kinshasa as well as 11 field offices, in order to improve work effectiveness and productivity.
Key Expected Results
  • Develop and implement a country office telecommunication work plan that ensures availability and functionality of systems required for operational use by the country and field offices.
  • Provide technical support for the country telecommunication network including VSATs/WAN/LAN and radio communication system (VHF/UHF, HF).
  • Provide guidance on the application of telecommunication resources in all UNICEF Offices in DRC, including equipment & staffing and maintenance of global standards & policies.
  • Advise on issues relating to telecommunication management, including hardware, software & human resources.
  • Provide assistance and guidance to counterparts and UNICEF country programme staff on technical requirements and budget for telecommunication-related.
  • Develop and co-ordinate technical support to field offices to ensure oversight on UNICEF telecommunication systems in field offices while also coordinating with other UN agencies and partners.
  • Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Telecommunication, Computer Sciences, Information System Management, Business Administration, or a directly related field(s) is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree. Post graduate diploma or equivalent in satellite and radio communications systems would be an asset.
  • A minimum of three (3) years of relevant experience at the national and international levels in telecommunication networks and management is required.
  • Prior experience working with a multilateral or UN organization is highly desirable.
  • Fluency in English and French (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian and Spanish) is considered an asset.
