The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. ADPC is governed by its Board of Trustees and annually convenes the Regional Consultative Committee on Disaster Management (RCC) that brings together National Disaster Management Offices (NDMOs) from 26 countries of the Asian region. ADPC is currently in transition to an Intergovernmental Organization, with the ADPC charter signed in 2005 by 9 founder member countries of the Asian region.

ADPC has 4 thematically focused teams that support the achievement of the overall vision, mission and goals of ADPC- namely Climate Risk Management (CRM), Disaster Risk Management (DMS), Public Health in Emergencies (PHE) and Urban Disaster Risk Management (UDRM). The Urban Disaster Risk Management (UDRM) Team envisions “Helping to make Asian Cities safer before the next Disaster Strikes” and focuses on the following areas:

1.Helping to reduce disaster risk by building disaster resilient urban communities
2.Promoting city development efforts, protecting environment without increasing the vulnerability to disasters,
3.Promoting Mainstreaming Disaster Risk Reduction in Urban Local Governance
4.Giving priority to building up physical, social and economic capacity of urban communities and institutions in disaster prone areas,
5.Promoting improvement to access to safe shelter, services and infrastructure for urban communities by advocating for and facilitating the incorporation of disaster risks in development planning and management processes,
6.Providing multi- disciplinary, multi- level, multi- cultural and multi-hazard approaches to risk reduction focusing long term development and environmental protection.

The UDRM team undertakes activities on DRR program implementation, capacity building & training, knowledge networking and consolidating partnerships, developing tools and techniques, research and documentation of good practices, and new program development related to the above areas. The team works closely with the National Disaster Management Offices of partner countries, Un agencies, INGOs, NGOs etc. to implement its projects in the partner countries.

At present, the UDRM team implements disaster risk reduction programs/projects in countries of South and South East Asia with national, regional and global partner agencies namely:
- Sectoral Agencies and ministries in national governments including Ministries of Disaster Management, Urban Planning, Public Works
- City governments and city level stakeholders
- UN agencies including UNDP, UN-ISDR, UNHABITAT
- International financial institutions such as World Bank, ADB
- Donor agencies namely USAID, DFID,EC,UNDP, Government of Norway
- Regional organizations such as ADRC, Asian Institute of Technology (AIT), Oyo IC, Norwegian Geotechnical Institute, ITC-Netherlands etc
- International and National NGOs in the region

Urban Disaster Risk Management team of ADPC currently implements a number of Programs to achieve its goals and Bangladesh, Bhutan, Bangladesh, Cambodia, China, Lao PDR, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Indonesia, Iran, Vietnam, Sri Lanka, Thailand are some of the target countries where ADPC extends its services at present.

Primary purpose of the position:

The position requires a high degree of technical knowledge, understanding as well as the ability to interact with partners in program countries in South and South East Asia in the area of urban disaster risk reduction, including senior level local government officials, NGO partners, donors, UN Agencies, and other key stakeholders.

Duties and Responsibilities:

- Manage multi-hazard disaster risk management programs providing strategic approach to achieving program goals and sustainability of program efforts
- Development of new programs, fund mobilization and development of new partnerships to increase the outreach
- Provide technical resource inputs in activities such as capacity building, hazard zonation mapping, vulnerability and risk assessment for cities, contingency planning
- Active involvement in technical interventions undertaken by project teams such as Hazard, Risk & Vulnerability Assessments, socio-economic impact assessment, and urban level DRR demonstration projects including climate change adaptation programs
- Providing guidance, technical advice to members of the team to ensure their integration with other ADPC regional initiatives
- Guidance to implementing partner institutions in implementing demonstration projects reflecting the ADPC core areas of competency in general and Urban Risk Management in particular.
- Supervise program staff attached to various projects
- Coordinate program implementation with all the Project managers and team members
- Conduct program monitoring and evaluation activities, managing result systems , developing progress reports , work plans and reporting to UDRM Director
- Conducting site-visits to monitor the implementation of the projects
- Other duties and responsibilities as assigned by Director, Urban Disaster Risk Management (UDRM) Team.

Required Qualifications / Selection Criteria:

- Advanced University Degree in Civil Engineering, Geotechnical Engineering, Engineering Geology, Seismology, Climate Science, Urban Planning, Disaster Management and/or a related field.
- A minimum of 10 years of experience in disaster risk management program management including field experience in application of urban disaster risk reduction of which 5 years should be at a senior management level in a comparable organization.
- Professional expertise and experience in at least one of the key technical areas of UDRM Team(Risk Assessment, Urban Risk management, Climate Change & management of climate related hazard risk, Community Based Disaster Risk Management practice, capacity Building) and broad understanding in developing new programs and projects to cover urban risk management disciplines
- Knowledge of the Urban Development sector as well as climate sensitive other sectors
- Working experience with the National Disaster Management Offices, Urban local governments, Urban development Ministries/ Departments in the Asian region would be an added qualification
