Regional Security Specialist, P-4, Office of the Security Coordinator

The Regional Security Specialist is responsible for advising on safety and security of UNFPA personnel and their eligible dependents present at duty stations within the WCASRO as well as assets and operations of the Organization, as follows:

• Provide guidance and assistance to the Africa Regional Director, WC Sub-Regional Director and CO Representatives on all elements of their respective responsibilities in accordance with UN and UNFPA Security Policy, and the UN Security Accountability Framework.
• Conduct security assessment missions and respond to Regional Office (RO), Sub-Regional Office (SRO) and Country Office (CO) requests for assistance to include extensive travel to UNFPA offices within area of responsibility (AOR*). In collaboration with in-country UNDSS Advisers, and in accordance with security policy, the country specific SRA and MOSS/MORSS.
• Assess the security related preparedness and compliance of UNFPA SRO and COs (including affiliated outlaying offices) and advise on appropriate solutions to overcome gaps and problems with the implementation of security measures relating to the safety and security of UNFPA personnel.
• Assist Regional Director, Sub-Regional Director and CO Representatives with Security Planning and Emergency/Crisis/Pandemic Preparedness in accordance with the country specific situation and security requirements including the effectiveness of UNFPA’s Emergency Communications System and business continuity capability for security purposes.
• Liaise with UNDSS and agency security advisers/officers/analysts to promote information exchange to enhance coordination and implementation of security management arrangements. Participate in the Dakar Security Cell meetings and SMT (but not as the representative of the Sub-Regional Director), but should not duplicate or substitute the day-today services to be provided by UNDSS.
• Develop and implement a specific UNFPA security training programme in line with current UN security training programmes to ensure that managers stay current on roles and accountability, latest policy and methodology, risk management, security awareness and related topics.
• Assess requests for funding from respective ROs, SROs and COs and make recommendation to HQ Security Coordinator in respect of allocation of funding for projected security related costs.
• Assist in providing technical clearances for UNFPA Country Offices/premises and or for security related equipment.
• Liaise and coordinate closely with the neighboring UNFPA Regional Security Advisers on cross-regional matters e.g. Congo, Sudan, Lords Resistance (LRA – Uganda) Al Qaeda in-Maghreb, etc
• Undertake any other tasks as directed by the Security Coordinator.

Area of Responsibility (AOR*): The AOR is decided as per ARO split between East and West Sub-Regional offices, which includes: Benin, Burkina-Faso, Cameroon, Cape Verde, Central African Republic (CAR), Chad, Congo-Brazzaville, Cote d’Ivoire, Equatorial Guinea, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tome & Principe (ST & P), Senegal, Sierra Leone, Togo.

QUALIFICATIONS:

• Advanced university degree in social or political science, law or public administration or equivalent formal training in security and risk management such as military and/or police senior Command Staff College.
• At least seven years command experience in a police or military position,
• At least two years field experience as a United Nations Field Security Officer, Chief Security Officer or Agency Security Officer.
• Direct experience in the United Nations Security Management System with proven crisis management capabilities.
• Fluency in English and French, both spoken and written required.
• Knowledge of UN Security Management System, practices and procedures.
